Job Description:

Position Overview

We are seeking a Senior Project Manager with deep expertise in Intelligent Transportation Systems (ITS) and Smart Mobility to lead, grow, and deliver impactful transportation technology projects across Texas and beyond.

This is a high-visibility leadership role for a doer-seller-entrepreneur—someone who can win work, do the work, and grow the work. The ideal candidate combines strong technical and project delivery capabilities with business development acumen, market presence, and a passion for shaping the future of mobility.

This person will be based in Texas and serve as a key leader supporting clients and opportunities throughout the Texas market, while also contributing to strategic growth in other geographies.

Key Responsibilities

Project Leadership

Lead the planning, execution, and delivery of ITS and Smart Mobility projects from pursuit through implementation.

Client Management

Build and maintain strong relationships with state, regional, and local transportation agencies, municipalities, toll authorities, and other public-sector clients.

Business Development

Identify, pursue, and win new business opportunities in Texas and beyond, including task orders, on-call contracts, and major pursuits.

Market Growth

Develop and execute strategies to expand market presence in ITS, connected infrastructure, traffic systems, transportation technology, and smart mobility solutions.

Technical Delivery

Oversee technical teams delivering solutions related to traffic management systems, connected vehicle infrastructure, tolling, transit technology, communications networks, data systems, and emerging mobility technologies.

Team Leadership

Mentor and lead multidisciplinary teams, fostering collaboration, accountability, innovation, and high performance.

Strategic Planning

Help shape the growth strategy for the Texas ITS and Smart Mobility practice, including target clients, partnerships, and service offerings.

Financial Management

Manage project scopes, schedules, budgets, profitability, invoicing, and resource planning.

Proposal Development

Lead or support proposal strategy, capture planning, technical approach development, presentations, and interviews.

Industry Presence

Represent the firm in industry organizations, conferences, client meetings, and networking events to enhance visibility and credibility in the market.

Education

Bachelor’s degree in Engineering, Transportation, Planning, Computer Science, or related field

Experience

12+ years of relevant experience in transportation, ITS, smart mobility, or related infrastructure/technology consulting

Project Management

Demonstrated experience managing complex ITS or Smart Mobility projects, including scope, schedule, budget, and client coordination

Business Development

Proven success in developing client relationships, identifying opportunities, and winning work

Market Knowledge

Strong understanding of the Texas transportation market, including agencies, procurement approaches, and funding environment

Leadership

Experience leading cross-functional teams and mentoring staff

Communication

Strong written, verbal, and presentation skills

Travel

Willingness and ability to travel extensively across Texas, with additional travel outside the state as needed

Licensure/Certifications

Professional Engineer (PE), PMP, or other relevant certifications

Texas Experience

Direct experience working with TxDOT, regional mobility authorities, MPOs, transit agencies, cities, counties, and tolling entities

Technical Expertise

Experience with traffic management centers, advanced traffic management systems, connected and automated vehicle initiatives, V2X, smart corridor programs, tolling systems, transit technology, data analytics, and communications infrastructure

Industry Involvement

Active participation in industry associations such as ITE, ITS America, WTS, or related organizations

Growth Mindset

Demonstrated ability to build a practice, expand services, and create long-term client value

Salary Range: $134,100.00 - $241,400.00
