The Stakeholder Manager, Government Affairs & RTO Policy, is responsible for exercising general business acumen to identify, monitor, and optimize state regulatory and government affairs and MISO RTO matters impacting the business. Success is demonstrated through long-term, successful relationship management and by delivering a systematic, data-driven approach to enhance regulatory, government-related, and stakeholder outcomes.

The role will be responsible for employing diversified knowledge of policy and project management principles and practices to devise new approaches to regulatory plans and projects. The Stakeholder Manager will also assist in a government affairs capacity at the local level to ensure the company delivers on its comprehensive stakeholder approach. Examples include regular engagement with City of Indianapolis officials and staff and working in partnership with county leaders in communities where AES Indiana operates generating facilities.

The role will be responsible for reviewing and providing comments on proposed state and federal legislation and proposed rules and regulations. The candidate may draft testimony or facts to be used with MISO stakeholder meetings and formalized public comments, as well as before the Indiana Utility Regulatory Commission, Indiana General Assembly, or local units of government.

The role requires the ability to manage multiple priorities, including regulatory and government affairs activities, reporting and sophisticated presentations to internal and external audiences, as well as team cross-collaboration and coordination across multiple time-sensitive and long-range projects. This role will report to the Director of Government Affairs and RTO Policy and work alongside the Sr. Manager, RTO Affairs (Technical), and Sr. Manager, Indiana Government Affairs. The role will work in partnership on a very regular basis with the communications and community impact team.

Main Responsibilities:

  • Act as an internal RTO MISO liaison on regulatory and policy matters to influence outcomes and inform management on critical issues impacting the company.

  • Responsible for recommending/developing with a team the strategic goals and priorities for AES Indiana’s engagement with MISO.

  • Track DER strategy and FERC Order 2222 filings; work alongside AES Indiana intern subject matter expert

  • Counsels with customers and internal colleagues regarding the company's technical and commercial policies

  • Performs activities related to obtaining government approval for state and federal regulatory filings

  • Develops, in partnership with numerous cross-functional teams and subject to the approval of the director, the strategic plan for 2026 for local elected officials and other key local stakeholder engagement

  • Attends Indiana Energy Association committee meetings and other activities

  • Keeps informed on the latest developments and techniques pertaining to FERC and RTO functions

Qualifications:

  • 8-10 years of utility industry experience, preferably with an emphasis in state and federal regulatory.

  • Proficient computer skills, including Microsoft Office, Teams, Word, Excel, PowerPoint, Canvas, Prezi, Adobe Suite, Government Affairs Tracking (Hannah, FiscalNote, etc.)

  • Attention to detail and strong organizational skills.
