Job Description:

Overview of Role

We are looking for a Compliance Manager, who will be based in Houston, Texas. He/she will be report to the Head of Legal and assist delivering the Compliance Program for all commodities traded by Gunvor USA. The individual will advise, evaluate and manage compliance issues/concerns within Gunvor USA, and will coordinate compliance initiatives with the head office in Geneva. The position ensures the Directors, management and employees are in compliance with the rules and regulations of regulatory agencies, that company policies and procedures are being followed, and that behavior in the organization meets the company’s standards of Conduct.

The focus of this position is exchange rules and regulatory compliance.  The responsibilities of this position includes leading enterprise compliance efforts, designing and implementing internal controls, policies and procedures to ensure compliance with applicable regulations and third party guidelines; performing thematic reviews, audits and investigations into regulatory and compliance issues; and responding to requests for information from regulatory bodies and authorities.

Main Responsibilities

  • Delivery of accurate and timely compliance advice to both the business (with an emphasis on refined products advice) as well as the control functions within the Group
  • Manage and assist with ensuring the business complies with all exchange-related requirements, and CFTC requirements, including preparation of hedge exemptions and other exchange and CFTC required documents, such as Form 40
  • On a daily and monthly basis, advise the business on trading activity, including monthly position limits, hedge exemption status, and other inquiries, such as rules related to EFPs, TAS, block trades, and intercompany transactions
  • Manage and assist with ensuring the business complies with all EPA, DOE, and Customs requirements in both the US and Canada
  • Manage and assist with global compliance initiatives, such as Trade Hub surveillance and vessel screening, as well as being responsible for the running and review of specific monitoring scenarios
  • Assisting the Group’s Compliance Director where required, leading cross-jurisdictional initiatives that arise, developing cross functional (e.g. HR and Risk, Finance) dialogue to ensure collaboration and mitigation of compliance risks
  • Assisting in the development and delivering of Compliance training in the region, including travel to satellite offices to train employees
  • Assisting the Head of Legal and the Group’s Compliance Director in the management regulatory relationships that impact the Group
  • Assisting the Head of Legal and the Group’s Compliance Director in the assessment of new regulations and Directives that impact the business e.g. Dodd-Frank, MAR, and to a lesser degree MiFID2 and REMIT
  • Staying up to date with trading sanctions as imposed by either the United States or International Organizations (UN) or specific Countries, in consultation with Legal
  • Acting as an independent evaluation body to ensure compliance related issues/concerns in the region within the organization are being appropriately assessed, and closed, in line with the Compliance Framework
  • Identifying potential areas of compliance vulnerability and risk; developing/implementing risk mitigation plans and adapting the Compliance Framework to the mitigate the risks going forwards

Profile

  • A Bachelor’s degree required; Master’s desired
  • Physical trading experience
  • Experience of physical commodity and commodity derivatives required
  • Experience of regulatory and quasi-regulatory relationship management e.g. CFTC, FTC, FERC, CME, ICE
  • At least 12+ years relevant working experience within the energy trading industry, with a preferred focus on refined products
  • Team player but also able to work independently
  • Good communication skills to be able to discuss with senior management, corporate lawyer, business counterparts and external advisers
  • Demonstrates integrity at all times.
  • Punctual, precise, hands-on mentality and service-oriented
  • Fluent in English, with Spanish desirable
  • Strong computer skills in Excel, PowerPoint and other MS office applications
