Position Purpose: The Commercial Officer is responsible for the financial (P&L) and operational performance of the Individual Small Group and Large Group Lines of Business in California. This is a scope of appx $3.9B. With responsibility for maximizing growth, profitability and competitive position, this executive leads the strategic evaluation, planning and implementation of products and services for these lines of business.

  • Accountable for new sales, retention and delivery of gross margin for Individual & Family Plan (IFP) Small Business Group (SBG) and Large Group in CA.
  • As P&L leader for the Individual & Family Plan (IFP) and Small Business Group (SBG) and Large Group in CA, is ultimately responsible for decision making and addressing escalations related to financial details.
  • Oversees development, prioritization and execution of business strategies to achieve and optimize objectives, this includes annual planning with specific goals.
  • Identifies customer needs and capitalizes on opportunities for revenue and profit growth, delivering sales results against aggressive targets and in alignment with the Company’s strategy and sales revenue targets.
  • Oversees development, prioritization and execution of new business sales and retention strategies to achieve and optimize objectives.
  • This includes annual planning with specific goals for achieving sales to new clients, sales of new products, up-selling and cross-selling opportunities, multi-year contracts, and the renewal/retention of existing clients.
  • Analyzes market region to determine sales and product strategies, establishes growth targets; tracks competitor activities, products and network information; and contributes to other operational budget projection, sales planning and forecasting efforts.
  • Builds and maintains relationships with partners in Finance, Actuarial, Underwriting, Marketing, Product Development, Strategy, and other departments in the development of the annual plan and to achieve desired results.
  • Works with functional leadership to ensure lines of business are fully operational.
  • Ex. preparedness and execution for open enrollment, billing, payment and outreach.
  • Provides effective leadership to staff (direct and indirect) with particular attention to the effective recruitment, mentoring and ongoing leadership of the department.
  • Responsible for associates’ work climate and provides leadership for initiatives to improve/maintain a positive climate.
  • Participates in special projects as assigned.
  • Performs other duties as assigned

Education/Experience:

Bachelor's Degree business/health related fields required.
Master's Degree MBA/MHA business/health related fields preferred.
10+ years business experience in the insurance/managed health care industry, Individual, Small Group and Large Group and/or Operations background within a health care organization required.
3+ years management experience as a leader with profit and loss accountability, sales/marketing, healthcare cost management (network and medical management) or implementing a new line of business responsibility required.
3+ years management experience demonstrated success in achieving results and maintaining positive business relationships with internal and external partners. Leading multi-functional management teams on complex projects that successfully implement the Company's goals.  Experience with outside regulators, governmental entities, and the broker community. Experience in overseeing program management resources required.

Pay Range: $227,400.00 - $431,900.00 per year
