Northrop Grumman’s Space Systems is looking for a Program Manager 2 to support the Advanced Technology Solutions (ATS) business unit on-site in Hanover, MD.
Advanced Technology Solutions (ATS), specializes in high performance, high reliability avionics and Space Flight subsystems for Aerospace, Defense, Space, Nuclear Defense and Instrumentation applications. ATS' space products have supported more than 28 space missions over a period of 25 years. These missions stretch back to Apollo and the beginning of the US Space Program and include a large diversity of civil and military programs, including notable programs like SBIRS, X-37B, Hubble, Orbital Express, Space Station, Shuttle, Mars Lander, Astronaut EMU Suits and 20 other NASA missions including four of their early small satellites. ATS was one of the first organizations in Northrop Grumman to foresee the potential of evolving Small Satellite technologies for application within the military, civil and commercial space markets.
Description
This position requires directly interfacing with the Customer, Program Management, Business Management, Engineering, Manufacturing Support teams including Production, Production Control, and Quality to develop, support, and manage detailed schedules and overall production objectives and execution. This position will also represent NG at all program and customer reviews; developing and presenting status, data, metrics and charts. You will be responsible for developing mechanisms for monitoring project progress and for intervention and problem solving with other project managers, line managers, and clients. This position will be located in Lanham, MD.
Roles and Responsibilities:
The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.
Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
Managing the cost, schedule, and technical performance of the program, including tracking as the Task Order level
Interfacing with internal and external customers, vendors, and company support organizations
Developing and delivering presentations to executive management and other program stakeholders
Conducting thorough risk & opportunity management practices including identification, mitigation and realization
Ensuring that projects and/or Task Orders are completed on schedule and within budget
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
Identification, distribution, tracking, and completion of program requirements
Driving adherence to the change management process by ensuring program team understands and adheres to contract scope and manages changes at both the program and Task Order level
Developing and adhering to budget baselines for Task Orders issued and defined by customer requirements
Managing Government/customer supplied property or information (GFE, CFE, etc.)
Adherence to all internal processes, policies, and applicable industry standards
Basic Qualifications:
Bachelor’s Degree and 8 years, or Master’s and 6 years’ experience supporting U.S. Government contracts involving planning, procurement, hardware production, and/or parts management, in Aerospace and Defense industry
A minimum of 5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager, including tracking as the Task Order level
Experience with Driving adherence to the change management including adherence to contract scope and manages changes at both the program and Task Order level
Ability to manage external customers and internal functional teams through all aspects of engineering, development, hardware fabrication and testing
Demonstrated financial management skills including development and control of program budgets, schedules, risk management, EAC’s and the ability to recognize and capture program changes
Excellent external and internal communication and presentation skills
US Citizenship is a requirement
Preferred Qualifications:
Bachelor's degree in a STEM discipline
Previously worked in a deadline driven environment.
Experience in the defense industry
Experience in a manufacturing environment
Demonstrated strong ability to multi-task in a challenging environment with competing priorities in a positive manner
