Position Summary
Reporting to the Director, Information Technology, this position is responsible for the entire system development lifecycle for all Town Enterprise applications, Geographic Information Systems (GIS), Web services and database systems. This role defines data standards and models, optimizing processes and the use of technology to facilitate business intelligence through data warehouse and data lake architectures where appropriate. The role requires working closely with stakeholders across the Corporation, leading and directing the Data Architecture & Application Services team to identify, recommend, develop, implement, and support integrated and analytic solutions to deliver essential information to meet the Corporation’s business needs. This position works with internal staff and external vendors to ensure business continuity, data security, privacy and confidentiality of all on-premises and cloud-based solutions.

Major Job Responsibilities

Strategy & Planning

  • Participate as a member of the Information Technology management team providing leadership and recommendations on the organization’s enterprise architecture and BI Infrastructure, data security and application data integrations as it relates to the organization’s enterprise applications and associated integrations with online services

  • Provides direction and management for the maintenance and ongoing development of enterprise business applications including CMiC Financials, Workday Financial, HCM & Payroll, AMANDA, Taxation, FDM, FMW Budgeting, GIS, gtechna, SharePoint and Xplor/PerfectMind, ensures Enterprise Business Applications meet business requirements, systems goals and fulfill end-user requirements

  • Design and implement redundant systems, policies, and procedures for backup, disaster recovery and data archiving to ensure effective availability, security, and integrity of data assets

  • Provide direction for planning and developing BI processes regarding data flow and data quality to improve data accuracy, viability and value

  • Develop comprehensive maintenance schedules and lifecycle replacement of on premise and Cloud based enterprise systems in support of established business objectives

  • Ensure service excellence, communication/transparency, innovation, and data integrity and workflow integration

  • Liaises with local and regional municipal peers to identify emerging trends and opportunities for collaboration

Acquisition & Deployment

  • Coordinates feasibility studies for software and system products under consideration for future purchase, and give advice based on findings

  • Evaluate, recommend, and procure data warehousing components, including DB Appliances and hardware, database management systems, ETL (extract, transform, load) software, data mining tools, and metadata management tools

  • Manage the research and development of enterprise applications, data warehousing, BI and reporting systems, including data architecture, data integration, high availability, security, and data privacy

  • Contributes to pre-testing phase of development by evaluating proposals in order to identify potential problem areas, and make appropriate recommendations

  • Provides recommendations and feedback on Software contract negotiations with service providers

  • Liaise with company’s software suppliers for prompt rectification of any problems or emergencies

  • Approve purchase of equipment and/or software licensing and supplies to meet operational requirements of the business

Team Leadership and Operational Management

  • Oversee and manage both structured and unstructured data assets, usage, data flow design, integration and analytics to ensure data quality, security, integrity and recoverability

  • Oversee and manage enterprise application development, implementation, integration, upgrades and patching to ensure system availability, stability and performance

  • Monitor database and application system details including stored procedures and execution time, and implement efficiency improvements

  • Perform cost estimates for data migration between development, test, and production systems, and plan and coordinate these migrations

  • Develop, implement, and maintain change control and testing processes for modifications to data and application systems to ensure conformance with organization-wide standards

  • Manage inventory of the Town’s database and application systems and maintain appropriate licensing requirements and their corresponding contracts/agreements

  • Direct and oversee development of system, training and operation procedures along with policy surrounding data design and application configuration

  • Manages people resource planning for the operating unit, recommending ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results

  • Manages and delivers major Enterprise Business Systems projects using Project Management methodologies and best practices; and provides direct project management oversight to ensure all schedules tasks, deadlines, budgets and milestones are delivered according to success criteria

  • Establish and oversee service level standards/agreements with vendors and end users to ensure continuous delivery and support of Enterprise Applications, e-Services and Citizen Services through monitoring of systems, programs, and equipment performance

  • Ensures Occupational Health & Safety policies, programs and practices are implemented and maintained.  This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly

Fiscal Responsibility and Policy:

  • Manages, and administers annual and multi-year Capital and Operating budgets for the operating unit, ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies

  • Authorizes and administers the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures

  • Ensures “total cost of ownership” is considered for all new software & applications

  • Develops policies and procedures for inclusion, with due regard for corporate liability and information rights, such as privacy, access, and intellectual property

  • Sets standards as applicable for management of tradeoffs between flexibility and cost of support

Education & Experience

Minimum Qualifications

  • Post-secondary degree in Computer Science, Software Engineering, Information Technology or Database Management

  • 5 + years of experience with leading and directing the implementation and administration of multiple Oracle and SQL Server databases and their applications for performance critical, highly available systems on Windows platform

  • 3 + years of experience with implementing and administering client-server and web-based application infrastructure

  • Extensive experience with enterprise applications such as CMIC Financials, Oracle Financials, Workday, SAP, ERP, AMANDA, FMW, FDM, GIS, SharePoint

  • Extensive experience and knowledge of Oracle Middleware infrastructure, particularly using Oracle WebLogic Server

  • Experience with Oracle Enterprise Manager Grid Control for managing, provisioning and security control of multiple databases

  • Experience with database backup tools using Oracle RMAN, SQL Server backups and CommVault Enterprise Database Backup Management systems

  • Experience with database restore and recovery

  • 5 years’ direct experience managing software teams and applications and/or systems management within a municipal/government environment.

  • Demonstrated experience leading and managing technical and professional teams

  • Oracle Database Administrator Certified Professional or equivalent certificates in Oracle Database Management

  • Microsoft Certified Solutions Associate (MCSA): Microsoft SQL Server

  • Diploma in Project Management

  • Knowledge of Municipal and Provincial legislation impacting Enterprise Business Applications including Development Charges Act, Building Code, PSAB, Asset Management, Municipal Freedom of Information and Protection of Privacy Act, Planning Act

  • Exceptional technical experience with designing, building, installing, configuring, and supporting database systems, including Oracle 11g and above, SQL Server 2016 and above

  • Strong technical knowledge of data management systems, data warehousing methodology, data quality, data modelling, data governance, data protection, analytics

  • Expert knowledge of databases and reporting tools including Oracle Developer, Oracle BI Publisher, SQL Plus, PL/SQL, Java Script, Tableau, Power BI and Crystal Reports

  • Excellent communication and interpersonal skills

  • Demonstrated problem solving and collaboration skills

  • Strong knowledge of system and software quality assurance best practices and methodologies.

  • Working knowledge of IT infrastructure architecture

  • Exceptional project management skills and/or substantial exposure to project-based work structures.

Preferred Qualifications

  • Master’s in computer science, Information Technology, Software Engineering

  • 10+ years’ direct management experience overseeing Enterprise Applications within a Government or Public Sector environment.

  • 10+ years of experience in managing and administering Relational Database Management Systems and multiple database platforms specifically Oracle and SQL Server

  • 5 + years of experience with administering Oracle Middleware infrastructure

  • Experience in Project Management Methodology

  • Project Management Professional (PMP) certification

  • Oracle Database Certified Master Certification (OCM)

  • Diploma in Municipal Management

  • Knowledge of database directions and trends

  • Applied experience in big data components such as Hive, Scala, Python, NoSQL, Scoop, Flume, Kafka

  • Knowledge of Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)

  • Knowledge of Payment Card Industry (PCI) Data Security Standards
