About the Position

Dexis is seeking an experienced Operations Director to support anticipated USAID programming in Sudan. The Operations Director oversees the Field Operations Team, aligning staffing, systems, work plans, and budgets with technical activities, and providing resources for timely, cost-effective administrative services. They will develop and manage responsive and appropriate operational and administrative systems in line with local laws and regulations, Dexis policies and procedures, and USAID requirements. They will oversee all operational line managers.

Responsibilities 

  • Oversee the project’s administrative, procurement, logistics, and financial systems and reporting in compliance with USAID and local requirements and Dexis policies.
  • Work with the COP and Finance personnel to ensure that all budgets and forecasts are prepared and submitted on time and that funds are spent compliant with USAID regulations, Dexis policies, and local regulations.
  • Ensure effective systems and processes are designed and implemented for activity implementation, including fraud and risk mitigation procedures.
  • Manages procurements for the project in compliance with client rules and regulations, local regulations, and Dexis policies.
  • Supervise the HR team and functions such as recruitment, hiring, and performance management, and ensure programs, processes, and tools are in compliance with local labor laws.
  • Liaise with the Dexis home office program management unit to provide high-quality operational support to the field office.
  • Oversee grants and administrative functions, including risk management, grant selection, and management tools, systems, and procedures.
  • Oversee logistics for business trips, seminars, conferences, and meetings, including international travel.
  • Manage local vendor contracts including leases and vendor contracts.
  • Develop operational contingency plans and scenarios planning for potential changes in the operating environment

 

Qualifications  

  • A Bachelor’s degree or higher in the relevant subject area(s), preferably in organizational development, education, international development, or community development required; Master’s degree is preferred.
  • At least ten (10) years of experience with the administration and operations of donor-funded programs with at least five (5) years of experience in managing and coordinating development programs.
  • Previous experience as a Director of Admin and Finance, Operations Manager, Deputy Chief of Party-Operations, or another senior administrative management role on a USAID-funded project.
  • Prior experience working in Sudan, the region, or a country similar to the current environment in Sudan.
  • Excellent abilities to develop and manage administrative and operational systems for multiple, simultaneous activities, preferably across multiple countries.
  • Demonstrated understanding of USAID policies and regulations.
  • Subcontract or grants management experience on a donor-funded project, preferably in fragile environments.
  • Ability to perform internal control functions to manage day-to-day operations of the project both in person and remotely.
  • Experience with donor-funded procurement requirements.
  • Experience successfully managing similar large-scale, complex USAID activities, preferably across multiple countries.
  • Experience working in a fragile or transitional state environment and proven experience in successful remote management.
  • Experience managing multicultural, diverse teams.
  • Demonstrated commitment to customer service and experience.
  • Professional proficiency in oral and written English is required; Arabic proficiency is preferred.
