Who We Are

At Kyndryl, we design, build, manage and modernize the mission-critical technology systems that the world depends on every day. So why work at Kyndryl? We are always moving forward – always pushing ourselves to go further in our efforts to build a more equitable, inclusive world for our employees, our customers and our communities.

The Role

Kyndryl Consult is the fastest-growing business within the organization and instrumental to our strategic growth. In this dynamic leadership role as a Consult Partner dedicated to State and Local Government (SLED), you will craft innovative technology and business solutions for major public sector clients across New Jersey and Pennsylvania. You will join us at a unique time in our history where you can shape how our public sector consulting practice operates today and evolves for the future.

You will play a hands-on leadership role across multi-disciplinary teams, guiding them through complex consulting engagements, pre- and post-deal execution, and strategic infrastructure transformations. Your leadership will be critical in driving client outcomes, rolling up your sleeves to lead delivery teams, and fostering talent development within our expanding practice.

Working directly with state agency leaders, department heads, and procurement executives across New Jersey and Pennsylvania, you will position strategic change agendas that bring cloud migrations, modern infrastructure, and AI technologies together to solve pressing public sector challenges at scale.

Key Responsibilities

Client Engagement and Public Sector Advisory

  • Build and maintain deep relationships with key state agency leaders, department heads, and procurement officials, serving as a trusted advisor on digital transformation.

  • Lead C-level customer interactions and consultative strategy sessions, managing the end-to-end deliverables and outputs of complex deal engagements.

  • Enhance client satisfaction as measured by Net Promoter Score (NPS) and secure long-term public sector references across New Jersey and Pennsylvania accounts.

Business Development and Procurement Strategy

  • Identify, pursue, and convert a robust pipeline of SLED business opportunities aligned with state fiscal year budget cycles and funding mechanisms.

  • Lead responses to formal government solicitations, including RFPs, RFIs, sole-source justifications, and cooperative purchasing contract vehicles.

  • Collaborate with internal solution architects and commercial teams to construct value-driven proposals that conform to state security, compliance, and accessibility mandates.

Technical Solutioning and Practice Delivery

  • Take ownership of complex engagement design and oversight of delivery, ensuring high technical performance, risk containment, and client mission alignment.

  • Advise state and local government entities on modern IT transformations spanning hybrid cloud migrations, AI adoption, enterprise architecture, and infrastructure resilience.

  • Proactively develop thought leadership, external eminence, and intellectual capital to strengthen Kyndryl Consult's brand across the mid-Atlantic public sector market.

Profitable Growth and Operational Excellence

  • Drive significant financial outcomes by achieving signings, revenue, backlog growth, and engagement margin targets.

  • Undertake scope definition, fee negotiation, and risk mitigation on all consulting engagements to ensure long-term commercial profitability.

  • Maintain strong individual and team utilization metrics while maintaining high standards of delivery quality.

Team Leadership and Culture

  • Lead multi-disciplinary consulting teams by example, fostering a supportive, curious, and commercially focused team culture.

  • Mentor and develop consulting talent within the SLED practice, encouraging continuous personal learning, technical certification, and professional growth.

Kyndryl currently does not require employees to be fully vaccinated against COVID-19, however, if you are hired to work at a client, customer, or partner location, you may be required to show proof of vaccination to align with their respective COVID-19 vaccination policies.  Those who believe they are eligible may apply for a medical or religious accommodation prior to the start of employment.

Who You Are

You are an experienced consulting leader with a proven ability to solve complex technical challenges and a genuine passion for public sector innovation. Equally as important, you bring a growth mindset and an eagerness to drive your own personal and professional development. You are deeply customer-focused, prioritizing the long-term mission and success of state government agencies in every engagement. Finally, you thrive in an open and borderless culture, seamlessly collaborating across multi-disciplinary teams and alliance partners to deliver transformative results.

Required Skills and Experience

  • Extensive experience in client relationship management and executive advisory within state government agencies, municipalities, or public sector environments.

  • Demonstrable track record of building and commercializing consultative relationships with senior public sector leaders and department directors.

  • Proven experience leading and executing complex IT consulting projects, cloud migrations, and infrastructure modernizations with multi-disciplinary teams.

  • Direct experience identifying, pursuing, and closing business development opportunities within SLED accounts, with a strong understanding of state budget cycles and fiscal year planning.

  • Solid understanding of public sector procurement processes, including formal solicitations (RFPs/RFIs), sole-source justifications, and cooperative purchasing vehicles such as NASPO, OMNIA, or GSA schedules.

  • Demonstrated financial acumen with experience driving revenue growth, managing margin expectations, containing engagement risk, and growing contract backlog.

  • Experience managing or supporting high-value business development activities and consulting proposals from pre-deal strategy through delivery.

  • Deep understanding of modern technology trends, hybrid cloud architectures, and IT professional services solutions.

  • Familiarity with public sector compliance and regulatory frameworks, including CJIS, FERPA, HIPAA, FedRAMP, and StateRAMP.

  • Strong personal brand, executive presence, and a demonstrated ability to innovate and lead organizational change.

  • Bachelor's degree in Business, Information Technology, Computer Science, or equivalent practical experience.

  • Prior professional experience working within a state government department (such as Transportation, Health and Human Services, Revenue, or Public Safety) or a local municipality.

  • Demonstrated success working within a major management consultancy, IT services firm, or cloud hyperscaler environment focusing on SLED accounts.

  • Direct experience establishing client relationships and growing enterprise IT accounts across state agencies in New Jersey or Pennsylvania.

  • Background in government IT modernization efforts, digital equity initiatives, or smart community technology frameworks.
