Job Description:

Department Overview

The Wealth Shared Services, Governance & Control (WSS G&C) team is responsible for managing the enterprise regulatory compliance and operational risk program across the TD Wealth segment. The team enables multiple Wealth business units through the timely and consistent implementation of control and governance programs, initiatives, policies and standards. 

The Next Evolution of Work (NEW) is an enterprise-wide initiative that will transform our operating model and how we deliver initiatives/products to achieve faster and better outcomes for our customers and colleagues. Risk Marketplace (RMP) is defined as a Practice in the NEW operating model and will enable the development of highly skilled subject matter experts knowledgeable across the major risk categories defined in the Enterprise Risk Framework. Risk Marketplace (RMP) is a strategic asset that strengthens TD's risk-taking capability, enabling delivery excellence and early value realization while keeping the bank safe. RMP works directly with Journey and Platform teams (and in some cases non-NEW teams) to provide real-time risk mitigation and guidance. RMP 1Bs are at the core of the interaction model between the first line and the second line of defense.

Key Accountabilities

The successful candidate will lead a team of risk management professionals providing risk oversight of the aggregate risk to the DI Journey and other relevant change initiatives. Reporting to the AVP Change Oversight and Risk Marketplace, they will be responsible for key accountabilities as outlined below:

Maintain and enhance risk culture and awareness within NEW Journeys

  • Build a collaborative culture of risk awareness and ownership in support of the Enterprise Risk Framework

  • Support risk identification, mitigation, monitoring, and reporting across change activities, processes, and initiatives

  • Bring a strong understanding of regulatory, risk and governance landscape pertinent to the Journey.

  • Proactively stay informed on risk policy changes and key changes in laws and regulations.

  • Build and maintain a team of risk professionals through ongoing training, development and talent management.

  • Monitor and drive consistency around risk identification and mitigation within Wealth Journeys

  • Highly seasoned professional role requiring substantial business knowledge and provides broad risk knowledge across multiple risk domains (e.g., Compliance, Privacy, AML, ORM, etc.)

Build and maintain strong stakeholder relationships within NEW Journeys

  • Work with the Change Governance RMP Leadership team to mature and continuously evolve processes in alignment with the Agile @Scale and Change Governance Frameworks, striving to build efficiencies, oversight and trusted advice within Wealth Management

  • Supports Direct Investing to design and implement effective internal controls/mitigation

  • Serves as the primary conduit for the 1st line of defense to the 2nd line of defense

Ensure alignment with the Risk Marketplace Playbook within NEW Journeys and Journey operating manual

  • Provide a thematic risk view across the portfolio of Wealth Direct Investing Journey activities and priorities

  • Distill and report on risks within the Journey that merit attention from 2A Risk & Control Partner Function Leads and Wealth G&C Leadership

  • Manage the biweekly DI RMP Risk and Control Partner forum and escalation of risks to executive risk meetings.

  • Provide support and oversight to L10 RMP Practitioners in the completion of their activities.

  • Act as the point of escalation for any issues with the delivery team or risk and control partners.

  • Support escalations to facilitate timely sign offs from Risk & Control partners on requirements, processes and/or other artifacts, as required, to support implementation of initiatives/products and associated changes.

  • Participate in Journey activities in alignment with the Risk Marketplace Playbook and Journey's operating manual.

  • Ensure risk issues are identified, managed, and reported per enterprise policy/guidelines and ensure appropriate escalation processes are followed.

  • Coordinate and facilitate required sign-offs for the CRA as outlined in the Change Governance Framework and/or other artifacts.

Qualifications / Skills / Experience:

The successful candidate will be a highly motivated self-starter with the ability to drive change.

  • 10+ years in Financial Industry roles, Risk Management, or relevant experience.

  • Undergraduate degree education preferred.

  • Proven people management skills including experience in developing talent and creating inclusive team environments.

  • Previous experience with compliance, privacy, anti-money laundering, or operational risk domains and/or broad understanding of other risk areas including fraud, technology, legal, credit risk, etc.

  • Previous experience working in Wealth Management, Direct Investing, Governance and Control and or second line of defense is an asset.

  • Understanding of risk assessment processes and methods and TD's three lines of defense model.

  • Ability to interpret and apply risk policies and procedures.

  • Leadership and influencing skills with the ability to advocate for decisions.

  • Ability to question and challenge status quo.

  • Ability to work in a fast-paced environment and manage multiple deadlines and priorities.

  • Ability to work effectively in a highly collaborative team environment.

  • Detail-oriented with the ability to follow up on items or determine appropriate steps for timely escalation and/or resolution.

  • Ability to deal with conflicting points of view and to effect creative and responsive solutions.

  • Sound knowledge in project delivery methodologies, including TD Scaled Agile.

  • Comfortable navigating a space that is not well defined, ambiguous and complex at times.

  • Strong written and verbal communicator with an ability to clearly and concisely articulate the business issue, supporting facts, and rationale/business value for recommended solutions.

  • Excellent time management skills with a proven ability to meet deadlines.
