As OPDL:
Contribute key insights to the development of the project specification, integrating the customer needs, Business Unit requirements, corporate requirements, local procedures, and regulations or constraints
Contribute key insights to the elaboration of the solution with the E&C Leads and the Lead BD
As OPD:
Represent the Owner on all matters related to the project delivery, and facilitate the Investment delivery (scope, ROI, schedule, …)
Support the AP/SBO in the definition and monitoring of project success criteria (KPIs)
Be the main technical/ project execution (non-commercial) interface to the end customer and support the AP/ SBO/ Lead BD in commercial discussions regarding contract amendments or change orders.
We look to you to define and support the project change management process. Review and align changes after assessing their risk, impact, and priority.
Nurture and oversee the internal contracts with E&C and/or with those third party suppliers/ contractors which are not managed by E&C on behalf of the Owner.
Monitor the project status through systematic project control and risk management according to the CIMS processes, functionally supported by the respective Cluster CI Team function and present the project status on a regular basis to stakeholders
Support the responsible Finance Department in the cash flow planning and implementation of the FX risk management plan. Provide regular updates (when needed) to reflect changes to the budgets, time schedule, or risk profile.
If applicable, support the responsible Owner Subsidy Manager in the grant application and ensure that the project execution is coordinated with specific project funding requirements.
Ensure that adequate Insurance policies are secured for the project (in particular with regards to the Marine Cargo and Construction All Risks) in coordination with the responsible Subsidiary and E&C insurance specialists.
We look to you to validate the Project Execution Plan and CIMS compliance, particularly with respect to the Stage Gate Project Delivery.
Serve as the primary steward for project risk management and capitalization throughout the project lifecycle (including H2 gate after achieving steady operation)
Implement, with the support of future Plant Manager/Operations, the Group Operational Readiness (OR) process, incl. defining and supporting the mobilization of a qualified maintenance and operations team (incl. recruitment, training), development of standard operating procedures (SOPs), spare parts selection, pre-commissioning and commissioning activities, performance and reliability testing incl. First Industrial Production (FIP), Ready-to-Operate (RTOR) planning, Provisional and Final Acceptance and take over, punch list clearance, etc.
Guide the completion of activities related to land, permit applications or utilities supply, and coordinate with E&C the ancillary site and infrastructure agreements and related scope of work execution (utility grid connections and metering, byproduct offtake, pipeline tie-ins, etc.).
Collaboratively explore concepts and solutions as required affecting the project including but not limited to: budget, schedule, reliability, risk profile, human resourcing (if applicable), and overall competitiveness
Review consistency of proposals and contracts: Gas Proposal/Contract, Affiliate / E&C contract including technical and project components
We look to you to ensure CIMS compliance and governance, particularly with respect to Project Development Stage Gates
Pioneer continuous improvement efforts among the team and project portfolio
Required Qualifications:
Bachelor degree, Engineering/Technical required
9+ years experience in projects management and/or Industrial operations or equivalent in Process Industries
Recognized leadership skills (results oriented, decision making, initiative taking, interpersonal skills, ability to work under a tight schedule)
Experience in managing a large industrial production operation knowledgeable in Safety, Risk Management, Reliability, and Operational Excellence. Experience in managing LI sites is a plus.
Experience in setting up / managing partnerships
Strong understanding of CIMS & IMS, the Air Liquide project development process, and project management methods
Experience in project execution strongly preferred
Ability to effectively collaborate with multifaceted organizations, and especially with the following Air Liquide entities: WBL (EL, LI, H2E), Business Units (Pipeline, OCC, …), CI , E&C
Strong communication skills (concise and federating)
Strong English skills required
Ability to understand the various risks embodied in long term over-the-fence deals, especially contractual, country, customer and technical risks
Strong stakeholder management skill set and experience
Excellent management and negotiation skills and ability to interface in a diplomatic manner with a broad range of people
Ability to develop the skills and talents of the direct and indirect employee(s). This includes coaching, onboarding and training of new hires
Very solid Technical background in technical gasses production/ liquefaction and other core technical domains
Facilitate problem solving, investigate and drive solution’s definition and timely decision to optimize investment success
Safety (both occupational and process safety) leadership skills
Financial knowledge to contribute in optimizing project profitability and decision making
Understand of the applicable local government regulations
Understand the key principles of operation team set-up
