Position Summary
Achieve Xcel Energy’s federal policy priorities through effective communication, strategic thinking, deep legislative expertise, and strong relationship building with external and internal stakeholders. Represent the company before elected Republican party government officials, industry groups, and other Washington audiences.  The ideal candidate will have existing relationships with Republican members of Congress.

Essential Responsibilities

  • Develop and execute advocacy strategies, in coordination with the head of the Washington office, to advance Xcel Energy policy priorities at the federal level.

  • Establish and maintain effective relationships with federal elected officials and their staff, and other federal stakeholders.

  • Effectively represent Xcel Energy at national trade associations and other coalition groups to shape industry positioning on key policy issues.  

  • Speak with authority on complex federal policy issues with internal leaders and external stakeholders. 

  • Manage contract lobbyists in the implementation of federal legislative strategies.

  • Secure meetings with key federal officials for senior executives. 

  • Provide executive briefings for interactions with federal elected officials and major national trade association meetings. 

  • Develop written materials to support lobbying efforts or respond to congressional inquiries, including the drafting of testimony for congressional hearings. 

  • Assist the head of the Washington office in the management of the corporate PAC. 

  • Assist the head of the Washington office with corporate and federal lobbying disclosure filings.

Minimum Requirements

  • Eight or more years of relevant experience, including at least four years of service with a congressional office. 

  • Deep understanding of legislative procedure, with a preference for experience with energy or tax-related matters.

  • Demonstrated record of securing legislative goals, either during service on congressional staff or as an external advocate. 

  • Strong network on Capitol Hill and/or the Administration

  • Strong written and oral communication skills.  

  • Ability to balance multiple priorities in a fast-paced environment.

  • Ability to handle sensitive political matters while maintaining the highest ethical standards. 

  • Ability to work irregular hours, particularly during the congressional session. 

  • Ability to travel as needed to political events and industry meetings.

  • Preference for familiarity with the political context of one or more of Xcel Energy’s eight state service area and/or the regulated utility industry.

  • Must register as federal lobbyist.

  • Bachelor’s degree.

Preferred Qualifications:

  • Experience working with Republican members of Congress.

Non-Bargaining

The anticipated starting base pay for this position is: $139,400.00 to $197,467.00 per year
