Job Description:

The ServiceNow SAM Developer is responsible for designing, implementing, and customizing SAM modules to meet CMS requirements. In alignment with CMS' strategic initiative to streamline asset management, achieve compliance, and optimize IT costs, this role supports the agency’s mission by leveraging advanced ITAM processes to ensure accurate asset tracking, operational transparency, and regulatory adherence. This position develops automation workflows, ensures scalable configurations, and creates dashboards and APIs to support compliance and reconciliation across ServiceNow SAM.

Responsibilities:

  • Configure and automate ServiceNow SAM modules for asset lifecycle tracking and optimization reporting.
  • Configure and maintain integrations using REST/SOAP APIs and Integration Hub (e.g., pulling data from SCCM, JAMF, or SaaS tools).
  • Configure and maintain ITOM, CMDB, and SaaS management modules.
  • Work with Infrastructure, Hosting, and Operations teams to align SAM outputs with enterprise IT workflows.
  • Oversee successful SAM platform integration into ITOM, HAM, and procurement systems.
  • Design and develop scalable solutions for enterprise IT environments.
  • Develop workflows for reconciliation, entitlement tracking, and compliance reporting using SAM Pro capabilities.
  • Troubleshoot reconciliation errors and improve efficiency through multi-step automation sequences.
  • Proficient in utilizing ServiceNow Studio and Flow Designer tools.
  • Advise the team on SAM Pro Plus best practices, leveraging AI-driven insights for compliance and optimization.
  • Continuous improvement by supporting more robust data integration, automation workflows, and reconciliation.

Required Qualifications:

  • Bachelor’s degree in information systems, Business, Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
  • Minimum 5 years of ServiceNow development experience with a focus on SAM Pro Plus modules.
  • ServiceNow Certified Application Developer (CAD) or equivalent.
  • Expert-level proficiency in ServiceNow SAM Pro Plus capabilities, including SAM/ITAM principles and their integration into enterprise infrastructure.
  • Strong knowledge of ITOM, CMDB, and SaaS management modules.
  • Experience with CI/CD pipelines and DevOps concepts.
  • Analytical problem-solving, strong communication, and ability to translate business requirements into technical solutions.
  • Advanced understanding of integration architecture between SAM, ITOM, and CMDB systems.
  • Expertise in designing scalable solutions for enterprise IT environments.
  • Advanced scripting capabilities using Python or PowerShell to reduce manual task dependencies.
  • Knowledge of containerization tools like Kubernetes or Docker to manage scalable SAM capabilities.
  • Experience with automation and integration across IT management platforms using ServiceNow Pro Plus AI Agents.
  • Hands-on experience with ServiceNow SAM Pro Plus, including entitlement imports, normalization, and content service configuration.
  • Ability to define and create workflows for software asset lifecycles, from acquisition to disposal.
  • Experience in process improvement and automation to reduce dependencies on manual workflows and reporting.
  • Ability to translate technical findings into actionable insights for non-technical stakeholders (e.g., Finance, Procurement).
  • Strong team collaboration and process improvement skills.
  • Advanced troubleshooting and bug resolution capabilities.

Preferred Qualifications:

  • ServiceNow Certified Implementation Specialist – Software Asset Management (CIS-SAM) Professional
  • ServiceNow Certified System Administrator (CSA)
  • Certified Software Asset Management (CSAM) certification or equivalent.
  • Certified Hardware Asset Management Professional (CHAMP) certification or equivalent.
  • Strong understanding of software licensing, metrics, and software compliance.
  • Awareness of data confidentiality and security protocols aligned with compliance requirements.
  • Understanding of regulatory frameworks associated with federal acquisition.

The likely salary range for this position is $110,500 - $149,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
