CACI is seeking a Foreign Military Sales (FMS) Lead to manage a team of acquisition and engineering support, providing expertise to the Government of Canada for the design, procurement, and construction of the next generation of capital surface ships.

What You’ll Get to Do:

The FMS Lead will manage a team of acquisition and engineering support, providing expertise to the Government of Canada for the design, procurement, and construction of the next generation of capital surface ships

  • Collaborates with the USN and foreign partners to refine requirements and develop associated resource estimates to execute defined objectives in a budget-constrained environment

  • Mitigates capability gaps and future impacts to CSC’s U.S., Coalition, and North Atlantic Treaty Organization (NATO) interoperability by spearheading cross-Systems Command (SYSCOM) coordination efforts to leverage existing international agreements and identify engagement opportunities for new requirements

  • Provides senior advisory services to address Technology Security and Foreign Disclosure policy issues, leveraging expert-level knowledge of Security Cooperation guidance, laws, regulations, and instructions and through engagement with Department of Navy disclosure authorities

  • Expedites and facilitates Foreign Disclosure decisions through close coordination and effective communication between cognizant Department of Defense (DoD) Program Offices and the Naval Sea Systems Command (NAVSEA) Foreign Disclosure Office (FDO)

  • Interprets and applies DoD, Department of Navy, and Navy International Programs Office (NIPO) policy and guidance to shape future Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), Modifications, and Amendments inclusive of requirements, structure, and application of Security Assistance Management Manual guidance

  • Identifies and implements program management tools and process improvements for effective collaboration with RCN, U.S. Government, and industry stakeholders

You’ll Bring These Qualifications:

  • U.S. Citizenship

  • Active Department of Defense (DoD) Secret Security Clearance

  • Bachelor’s Degree in Business Management, International Relations, International Business, or a related field

  • Minimum of 12 years of Navy acquisition program experience

  • Minimum of 7 years of experience with DoD international programs

  • Experience in Project and Program Management, with the ability to lead large teams of diverse personnel

  • DoD/DoN procedures and Policies (DoD 5000 process); DoD/DoN contracting

  • Experience communicating with SES/Flag level personnel

  • Proficiency in Microsoft Office applications, especially Word, Excel, and Power Point

  • Good interpersonal skills with the ability to work effectively individually and in a team environment

  • Exceptional attention to detail

  • Strong written communication skills

These Qualifications Would Be Nice to Have:

  • Project Management Professional (PMP)

  • Master's  degree Business Management or related discipline

  • Ship building experience
