Northrop Grumman is currently seeking a Contracts Manager – Level 2 to join our team.  This role can be located at any of our major Space Systems sector locations.

The Contracts Manager – Level 2 is responsible for planning, developing, implementing, and evaluating training and development programs to enhance employee performance and align with business objectives across the sector.  Serving as the Space Systems Sector Training Lead, this individual will provide support to the Contracts, International Trade & Compliance, Pricing & Estimating, and Property Management organizations.  In this role, they will lead training initiatives, manage learning resources, and collaborate with leadership to cultivate a skilled and future-ready workforce.

Role and Impact:

  • Serve as primary interface to senior management and other internal stakeholders for all matters related to training.
  • Lead the Speed/AI team, strategically implementing AI to support team efficiency and effectiveness and create Artificial Intelligence (AI) Training and sharing lessons learned.
  • Implement a new Onboarding Program for new hire employees in Contracts, P&E, ITC, and GP to improve the onboarding experience and resources.
  • Establish a Manager Development Cohort to accelerate training for managers on key topics, including human resources; leading through change; proposal/negotiation strategy; customer engagement; team engagement; meaningful conflict resolution; delegating and empowering; and, coordinating with subject matter experts (SMEs) as briefers.
  • Advise employees and leadership team on Individualized Training Plans and career development resources that adapt to the changing environment; Partner with the hiring managers to establish a training plan to be completed in the first 60 days.
  • Identify emerging training needs in a dynamic environment and work with SMEs to develop training as needed.
  • Work with functional leaders to identify training needs and align training programs with business objectives.
  • Create and update training materials, courses, and curriculum to meet organizational needs and compliance requirements.
  • Assess the impact of training programs through feedback, testing, and performance metrics, and make improvements, as needed.
  • Ensure all mandatory training is completed and documented.
  • Develop and deliver recurring metrics and dashboards to senior leadership and key stakeholders to ensure assigned training is completed.
  • Remain updated on best practices in training and talent development and incorporate innovative methods and technologies.
  • Identify opportunities for implementing speed/efficiency in daily work such as using automation.
  • Create and maintain a Sector website repository of all training resources.
  • Support special projects assigned by the Sector leadership.

Basic Qualifications:

  • Bachelor’s degree with 8+ years of relevant professional experience in one or more of the following areas: Contracts, International Trade & Compliance, Pricing & Estimating, and/or Property Management – OR – Master’s degree with 6+ years of relevant professional experience in one or more of the following areas: Contracts, International Trade & Compliance, Pricing & Estimating, and/or Property Management.
  • Will consider an additional 4+ years of relevant experience (as outlined above) in lieu of degree.
  • Knowledge of FAR/DFARS and associated Federal Contracting Regulations.
  • Ability to develop and implement processes and procedures in accordance with FAR/DFARS requirements.
  • Strategic thinking that links training programs to business objectives and long-term goal planning.
  • Data-driven decision-making using metrics to evaluate training effectiveness.
  • Attention to detail to maintain high-quality training standards.
  • Excellent leadership, interpersonal, oral and written communication skills.
  • Assessment and evaluation skills to measure learning outcomes.
  • Experience in leading and managing teams.
  • Ability to travel up to 10%.
  • Must have the ability to obtain and maintain a U.S. Government DoD Top-Secret security clearance. US Citizenship is a prerequisite.

Preferred Qualifications:

  • Active U.S. Government DoD Top-Secret security clearance.
  • Experience in operating across multiple business systems.
  • Proven ability to make sound decisions in a timely manner, demonstrating strong interpersonal skills, possessing solid written and verbal communication skills, to ensure team performance aligns to program objectives and compliance in a regulated industry.
  • Strong leadership experience with proven ability to train and motivate team members towards operational excellence.

Primary Level Salary Range: $115,000.00 - $199,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
