Job Description:

PayPal is committed to long-term investment and growth in China. It is the first foreign platform to enter China’s online third-party payments market and the first foreign payment company with a wholly owned subsidiary in China.

PayPal started its Chinese investment since 2004 by setting up multiple wholly owned subsidiaries in China. It has continuously increased its investment and contributed to the healthy development and transformation of China’s cross-border e-commerce and digital payment industries. PayPal has trained a large number of high-calibre professionals in China's digital payment industry over the past years.

Reporting Line:

Direct Line: Senior Director, Head of Greater China Government Affairs & Public Policy, based in Beijing

Your day-to-day:  

  • Identify and map key governmental stakeholders relevant to the operations of PayPal’s Shanghai sites.
  • Build and sustain close relationships with identified local stakeholders to manage the organization’s reputation among decision-makers.
  • Monitor and collect policy and regulatory information impacting China business operations, providing interpretation and analysis, counseling advice on GR strategy and outcomes.
  • Provide clear, concise, and commercially sound advice on government policy issues related to the operation and regulation of PayPal’s China business.
  • Draft and contribute to briefing documents and GR related position papers and other relevant content for distribution and publication (responses to public consultations).
  • Collaborate with PPCN Legal, Corporate Communications, Regulatory Relations, GEM, Compliance, to execute overall Government Relations strategy.
  • Plan and accompany relevant Chinese authority delegations to PayPal site in Shanghai and other locations within China.
  • Navigate sensitive political risks for Shanghai site.

What do you need to bring:

  • 10-15 years government relations/public policy experience in Financial Services, E-commerce, or ​Technology, Consulting or Government, delivering commercial outcomes through regulatory initiatives.
  • Exposure to financial services regulators and government agencies of interest.
  • Work experience within a Western matrix-styled organization is a value-add.
  • Understanding of China’s political and regulatory landscape.
  • Experience with building alliances: industry associations, academia and other key stakeholders.
  • A consultative mindset to provide predictive advice and analyses on relevant GR issues.
  • Native Chinese language and English fluency is mandatory: strong written and verbal communication skills and experience, able to create and deliver factual, relevant, easily understood position papers and talking points.
  • Able to collaboratively make decisions and solve problems; a good listener and thinker, an organized ‘self-starter.’

  • Work responsibly and effectively, execute, comfortable with analyzing multiple perspectives to reach consensus
  • Understand how to develop strong and advantageous internal relationships to leverage external resources.
  • Analyze key regulatory and policy issues for PayPal’s strategic goals in China, focusing on issues which may either advance or prohibit their business interests.
