Job Description Summary

Responsible for activities related to the construction, building and commissioning on customer site, from site mobilization, through civil, erection and commissioning work, as well as management activities related to this scope. Responsible for departmental operations planning/execution or is focused on execution of professional activities within a technical discipline. Functions with some autonomy but guided by established policies or review of end results.
The job allows modification of procedures and practices covering work as long as the end results meet standards of acceptability (quality, volume, timeliness etc.).

Job Description

ROLE: OFFSHORE SOV MANAGER

Purpose of Role
The Offshore SOV Manager holds overall responsibility for leading and controlling the safe, efficient, and commercially compliant execution of all offshore activities delivered from the allocated SOV. The role ensures full alignment with project Safety, Quality, Delivery and Cost (SQDC) targets, while providing clear leadership, operational governance, and strategic coordination across Supervisors, technicians, marine operations and cross-functional stakeholders. The SOV Manager acts as the primary point of accountability for day-to-day offshore performance, the accuracy of reporting and documentation, the management of risk and change, and the implementation of continuous improvement and Lean practices. The role also serves as the key offshore interface for client engagement, issue resolution, and stakeholder communication.

Leadership & Governance

  • Overall authority for all offshore operational activities relating to dedicated allocated SOV and strategy laid out.
  • Define the most optimal team structure and ensure clear delegation of responsibilities.
  • Maintain alignment with Project Management, Engineering, Marine Operations, Logistics and Client counterparts.
  • Provide clear direction to Supervisors and support teams.
  • Act as the escalation point for workplace conflicts offshore, ensuring issues are resolved quickly, professionally and in line with company policies.

Safety, Quality & Compliance

  • Ensure full implementation of the project Safety Management System and compliance with applicable regulations.
  • Lead regular site walkdowns, audits and safety inspections.
  • Ensure quality standards are met, documentation accuracy is to the high standard expected and if not, a resolution is put in place.
  • Assist/Lead incident investigations if requested and ensure timely corrective and preventive actions.
  • Ensure accurate daily recording of task durations from all offshore teams.

  • Validate quality of ServiceMax/workorder data and challenge deviations or gaps.

  • Track non-standard work and deviations, ensuring root causes are identified and escalated.

  • Ownership of prioritisation of Safe state of WTG’s within the fleet

Planning, Progress & Reporting

  • Establish and manage daily, weekly and monthly reporting structures, including look-ahead planning and KPIs.
  • Oversee mobilisation and demobilisation activities.
  • Monitor progress against schedule and escalate risks or delays as required.
  • Implement countermeasures for deviations and provide early warnings to Project Management.
  • Attend Daily meetings with Planning/Management teams for reporting purposes.
  • Ensure Technician teams accurately debrief progress, and all hours are accounted for at the end of each working day.

Commercial & Change Management

  • Ensure non-standard work is tracked, documented and communicated for commercial review.
  • Support development of claims, variations and mitigation strategies.
  • Liaise with Contract/Commercial Management to ensure compliance and protect project interests, including accurate recording of activities and adverse events within the DPR.

Resource, Competence & Performance

  • Ensure technician development is actively supported in line with the competency framework, including on-the-job training, progression planning and addressing any concerns through timely coaching and escalation where required.
  • Work in close collaboration with the resource management team. Ensure technicians are deployed within teams which support their development, optimising opportunities to reach the required competency levels to meet business requirements.
  • Validate resource requirements and ensure the team dynamics are as efficient as possible.
  • Ensure training, authorisations and competencies are in place prior to offshore work.
  • Promote continuous improvement and knowledge sharing across project sites.
  • Promote Lean methods within teams and ensure adoption of continuous improvement practices.

  • Adjust team setups and daily work processes based on performance data and technician feedback.

  • Ensure early identification of underperformance and take appropriate action, including coaching, corrective measures and formal escalation where required.

  • Maintain a fair and consistent approach to consequence management across all offshore teams.

Client & Stakeholder Interface

  • Act as the primary site-level interface with the client for all operational matters.
  • Ensure transparent communication on safety, progress, risks, deviations and KPI performance.
  • Report common deviations, performance trends and improvement actions to Project Management and client stakeholders where relevant.
  • Lead coordination with the client to progress walkdowns, inspections and closure of open items to ensure timely achievement of TOC

Decision Authority

  • Full operational decision authority for all site-based issues within project governance.
  • Escalation point for technical, operational and personnel matters within offshore execution scope.

  • Strong oral and written communication skills. Demonstrated ability to analyze and resolve problems. Ability to document, plan, market, and execute programs. Established project management skills.
