Job Summary

NAV CANADA’s workforce planning activities set out to align the organization’s workforce needs with corporate objectives and goals. Such activities include addressing current workforce issues and gaps as well as predicting and mitigating future ones.

Reporting to the Manager, Workforce Scheduling, the Manager, ATS Scheduling Optimization provides strategic and tactical support to FIR (Flight Information Region) management teams in the development, maintenance, completion and monitoring of ATS operational employees’ schedules, including the optimization of schedules, the short-term capacity planning and the efficient daily scheduling of available resources.

The position is required to oversee the entire operational scheduling needs of multiple FIRs. The position is also required to co-lead and co-manage the national scheduling office, provide scheduling system and scheduling practices training, guidance and expertise while ensuring consistent national application and adherence to processes, procedures, policies, and contractual obligations.
The position is required to lead technology and/or procedural advancement projects and implementations: ensuring proper project management, change management and communications on a national scale. The position is also required to provide advanced support to operational managers on all scheduling analysis, to identify trends/areas of concerns and is responsible for recommending cost-effective solutions to workforce planning and scheduling issues.

In this role you will:

  • Lead, manage, and support the end-to-end cycle of workforce scheduling activities for multiple regions.
  • Co-build, develop, train, and lead the national team of Shift Schedulers. Manage hiring, onboarding, and training for the department; manage performance and ensure the team works independently while adhering to national value-driven expectations.
  • Analyze and recommend optimal scheduling options to increase efficiency and lower costs for the organization (i.e., work-cycle optimization, schedule agreements, etc.).
  • Oversee the schedule build and schedule maintenance processes and activities. And, be responsible for approving the quality of the schedules being published.
  • Oversee the post-op analysis of scheduling results, overtime usage, and trends to recommend suitable cost-effective options to address issues.
  • Collaborate constructively with management and members of the operational units to ensure adequate consultation and communication with respect to schedule development and associated impact on operational employees.
  • Act as an advisor and a subject matter expert of all scheduling matters on a national basis (including the scheduling system, contractual obligations impacting scheduling, understanding and interpretation of various collective agreements, national and local scheduling processes, scheduling best practices, etc.).
  • Ensure all FIRs and scheduling group’s adherence to the scheduling, fatigue, internal control on extra duty, leave, scheduling, etc. practices, processes, and policies.
  • Lead several scheduling related initiatives and/or projects from planning phase to implementation.
  • Apply high-level strategic direction and work collaboratively with different business partners to create thorough scheduling plans to meet corporate objectives.
  • Liaise with Human Resources, Labour Relations, and FIR Management to ensure that schedules are created using valuable and knowledgeable inputs, and that outputs and results are effectively communicated to those who must execute against the plans.
  • Foster continuous improvement across the planning activities and recommend optimal solutions to workforce and scheduling issues.

What you bring:

Education:

  • A bachelor’s degree or acceptable combination of education, training, and experience.

Experience:

  • 3 or more years of experience in business planning, preferably scheduling.
  • 3 or more years of experience in people leadership.

Knowledge and Abilities:

  • Extensive knowledge of scheduling practices, processes, and principles.
  • Detailed knowledge of NAV CANADA’s practices and procedures that support scheduling activities.
  • Extensive knowledge of collective agreements and any applicable legislation in alignment with employee scheduling with the ability to review and interpret related information.
  • Extensive knowledge (SME level knowledge in some cases) of specialized workforce planning software (e.g., ESS, Workday, etc.).
  • Knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.).
