The Leidos Health Mission Solutions Division is seeking an Application Modernization Director, located in the DMV area.  This position will report to the Vice President - Health Mission Solutions  Division. .

The Application Modernization Director will oversee the growth, strategy, planning, and execution of modernization initiatives across our Mission Software portfolio for Health & Human Services. The candidate will lead Business Development and execution tasks across Mission Software capability and work closely with Capture organizations, providing leadership and oversight. The candidate will also support marketing and business development team members, and lead proposal and capture activities.  The ideal candidate will have a strong background in Enterprise architecture, software development, cloud technologies, and agile methodologies. The candidate will lead definition of strategy for the account growth and opportunity pursuits, establishing, strengthening, and advancing trusted relationships with the customer. The ideal candidate will also provide oversight of technical, financial, and schedule execution, as well as risk management in programs, responsible for ensuring alignment with the Division’s strategic direction. The candidate will help develop cost and operational models for programs, aligned with the customer’s changing operational needs and will collaborate with Division and Portfolio management to help ensure success of all aspects of programs, including team leadership, program execution, strategic initiatives, and client relationships at senior levels of their organizations. The ideal candidate will have a sustained network, strong relationship building skills and must be familiar with the HHS & Agency CIOs, and leadership, and the ability to exchange information and ideas with influencers and decision-makers supporting HHS  strategies, plans and programs. 

Primary Responsibilities:

  • Develop and recommend customer specific account strategy and goals.
  • Develop strategic and tactical plans to support client engagement and growth.
  • Act as a subject matter expert in the FDA space. Identify and engage with key influencers and decision-makers at all levels of the client organization; develop and maintain customer intimacy with mid and senior level leaders.
  • Collaborate with key Leidos executives to generate and develop ideas and pursue opportunities for growth.
  • Provide direction and leadership on the Division’s strategy-to-action plans and assist the Division in achieving key milestones to accomplish goals and impact growth.
  • Identify, qualify, and support capture and closure on business opportunities in collaboration with business and capture teams.
  • Serve as a customer advocate by helping to identify mission needs and represent the customer perspective.
  • Support overall strategic planning and linking pursuits/capture activities which support the business development metrics for awards, submits, and pipeline.
  • Act as a subject matter expert in the community with a demonstrated ability to discuss and explain differentiated capabilities in Leidos programs, plans, and positions on key areas related to FDA and other HHS OpDivs.
  • Provide other support to programs, as needed.
  • Develop materials for and participate in executive reviews and customer presentations.
  • Establish and maintain relationships with clients in concert with program staff and leadership. Promote the Leidos brand and work to enhance our reputation.
  • Collaborate with business development, capture, line leadership and other functions to develop winning solutions for business growth, including re-compete, new business, and take-away opportunities.

Minimum Qualifications

  • BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally, has 4+ years of experience supervising or leading teams or projects.  Master’s preferred
  • 8+ years’ direct work experience and/or contracting experience with an in-depth understanding of FDA and other HHS OpDivs.
  • Relevant Subject Matter Expert (SME) in the HHS and communities.
  • Successful experience building and maintaining world class teams.
  • Collaborative leadership style.
  • Experience leading teams of 40 or more employees.
  • Experience leading FFP, Cost Plus, IDIQ, and T&M contracts, as well as performance-based contracts.
  • Successful experience with large complex government health programs.
  • Minimum 5 years’ experience with FDA programs.
  • Experience developing solutions and managing programs in the areas of, , Mission Software Solutions, Research and Data Analytics.
  • Experience in large complex government program leadership.
  • Experience managing multiple subcontractors and vendors in support of prime contracts.
  • Excellent written and verbal communication skills, and ability to present to executives.
  • Expertise in leading programs at HHS with a focus on FDA, NIH, CDC and/or ACF.
  • Ability to obtain and maintain a Public Trust Security clearance

Pay Range:

Pay Range $122,200.00 - $220,900.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
