What You Will Do

As an Associate Director within the Guidehouse Public Health practice, you will have leadership responsibility for development of project results and client management on large (or multiple smaller) engagements. You will lead the strategic development and implementation of data policies and agreements to enhance the interoperable exchange of public health data across various health sectors. You will own the delivery of projects and significant project workstreams and interact regularly with the clients to ensure engagement success. This includes supporting/leading day-to-day internal team meetings and coordinating/facilitating meetings with clients and their stakeholders. You will be expected to prepare and communicate well-organized, effective reports and presentations to clients. You will lead, coach, and mentor others on the team to ensure quality analysis and deliverables.

Specific Responsibilities:

  • Identify client needs and develop solutions to address these needs

  • Scope and staff projects to meet client requirements

  • Develop work plans that reflect project scope and client expectations

  • Provide oversight and development of work products from start to finish (from brainstorming and framework development to final edits and end-product)

  • Exemplify and reinforce quality standards in work products

  • Ensure compliance with contract terms and conditions and internal firm policies

  • Develop trusted relationships with clients

  • Provide direction, feedback, and coaching to team members

  • Interview client leaders and staff and analyze qualitative and quantitative information to develop themes, identify issues and root causes, and develop recommendations

  • Develop impactful presentations and data visualizations to brief clients

  • Understand and apply firm capabilities and solutions

  • Support clients with the development and implementation of data use agreements, ensuring compliance with federal and state regulations and alignment with operational needs and privacy standards.

  • Provide expert legal and policy guidance on the creation of scalable technology policy frameworks to support data interoperability and privacy.

  • Manage a team of legal and policy specialists, fostering an environment of professional growth and ensuring that project objectives are met.

  • Collaborate with state, local, territorial, and tribal partners to develop data sharing agreements that respect local laws and enhance nationwide data integration efforts.

What You Will Need:

  • Juris Doctor (JD)

  • 7+ years of relevant experience in areas such as public health law, data use agreements, data privacy, or technology policy, and/or procurement processes or consulting experience, excluding internships, co-ops, fellowships and academic research.

  • 3+ years of experience supporting public health-focused federal agencies.

  • Experience working with the US Centers for Disease Control and Prevention (CDC) or related Department of Health and Human Services (HHS) operating division in the past 12 months.

  • Deep understanding of legal frameworks, data privacy laws, and public health policy to ensure that data exchange practices are both compliant and optimized for rapid deployment in public health responses and operations.

  • Demonstrated experience leading teams.

  • Demonstrated ability to establish and maintain strong business relationships with senior executive clients.

  • Outstanding analytical and problem-solving skills.

  • Strong organizational and management skills.

  • Excellent written and verbal communication skills with a demonstrated ability to make difficult concepts easy to understand.

  • Demonstrated ability to both collaborate as a part of team and work independently.

  • Ability to manage several tasks simultaneously, prioritize and plan work activities while meeting respective deadlines.

  • This position is open to Atlanta based candidates or those who are willing to relocate there.

What Would Be Nice to Have:

  • Relevant professional certification(s) (e.g., Project Management Professional - PMP, Lean Six Sigma Green Belt, Certified Change Management Professional - CCMP)

  • Advanced proficiency with Microsoft Office suite

  • Existing strong relationships with CDC and other HHS leaders

  • Track record of managing a team's performance to achieve organizational goals and exceed client expectations.

  • Experience working and collaborating with other leaders to pursue add-on and cross business opportunities with current and prospective clients.
