Job Summary

T.Y. Lin International is seeking a Senior Project Director/CSB Package Lead, Construction with technical expertise in reviewing technical submissions and overall design plan packages. Duties will include but not be limited to serve as a senior technical reviewer and quality management leadership on all types of bridge projects under various delivery methods (DBB, DB, etc.) responsible to support the successful completion of projects. Additional duties of the position include evaluation of alternative design options, phasing scenarios and construction techniques; development of design and construction packaging alternatives; technical support related to a broad range of bridge projects, quality control reviews; coordination of design and construction of projects; coordination with Bridge and Transportation Sector stakeholders and 3rd parties and agencies having jurisdictions, among others.

Responsibilities & Qualifications

  • Oversee the entire construction process, from project planning to completion for one or more of the BCIB Packages.

  • Scheduling work crews so that projects are completed on time and within budget.

  • Managing budgets and costs throughout the course of a project.

  • Following up with vendors to ensure timely delivery of materials and services.

  • Coordinating with architects, engineers, contractors, subcontractors, suppliers, and other staff members.

  • Demonstrate engineering design experience needed to serve as Key Technical Reviewer and Quality Assurance Leader in planning/design/construction of significant bridge projects, both traditional and complex.

  • Serve as point of contact with clients. Support negotiation project scope, fee and delivery schedule; manage expectations to assure client satisfaction.

  • Work closely and collaboratively with Regional and Sector Technical personnel, in-country resources and project managers.

  • Evaluate alternative project options, including bid packaging and phasing alternatives.

  • Ensure proper codes, regulations and standards are being used on projects.

  • Mentor staff and provide the design team with guidance and assistance on projects and review the work of other engineers and designers.

  • Develop technical bridge design specifications & assist clients with bidding support.

  • Coordinate proactively with project team (internal and external members) and project stakeholders to ensure success in meeting the client’s objectives and keeping the project on-track.

  • Provide hands-on involvement in ensuring the development of the project’s various tasks and deliverables that meet the highest quality of service in accordance with TYLin’s Quality Management System.

  • Provide leadership, technical support, oversight and training of staff as necessary.

  • Other assignments as needed.

Qualifications:

  • Bachelor’s Degree in Civil Engineering or closely related field.

  • Licensure as a Professional Engineer.

  • Living in Manila or ability to travel to Manila several times through the year for up to 8 weeks at a time.

  • 20+ years of active bridge design and construction experience with project size exceeding $250M.

  • Highly effective communication skills; both written, one-on-one, and within a group and team environment. Must be a good listener and a highly persuasive communicator with well thought out ideas and a clear point of view.

  • Ability to interface effectively with office and corporate staff, peers and superiors and interact effectively with client staff and management, sub-consultants, project and construction management teams, bridge stakeholders and others.

  • Have proven accountability of quality control for both engineering design and construction. Have a proven ability to effectively support project staff, multi-disciplined design teams and to provide guidance as needed.
