Software Development Project Manager (TP4)

Job Level: TP4 – Senior Technical Program Manager

Role Overview

The Software Development Project Manager (TP4) is a senior-level Technical Program Manager responsible for leading complex, cross-functional software development programs. This role requires deep experience in orchestrating enterprise-scale initiatives, strong technical acumen, and the ability to drive alignment across engineering, product, architecture, and business teams.

At the TP4 level, the individual operates with significant autonomy, owns high-impact programs end-to-end, improves organizational delivery processes, and influences technical and business decisions across multiple teams.

Key Responsibilities

Program Leadership & Execution

  • Lead planning, execution, and delivery of complex software projects or multi-team programs.
  • Translate business objectives into actionable delivery roadmaps with clear milestones and measurable KPIs.
  • Drive alignment across engineering, product, UX, architecture, and business stakeholders.
  • Facilitate program ceremonies and decision-making processes to maintain momentum and ensure on-time delivery.

Technical Program Management

  • Partner with engineering leaders to plan release strategies, manage dependencies, and ensure alignment with architectural direction.
  • Participate in technical discussions to identify risks, evaluate tradeoffs, and ensure feasibility of solutions.
  • Manage cross-team technical dependencies, integrations, and platform-level changes.

Risk, Issue, and Change Management

  • Proactively identify and manage risks and blockers; create mitigation strategies and escalate when needed.
  • Manage scope changes and assess impacts on timeline, resources, and quality.
  • Maintain high visibility across programs through structured reporting and transparent communication.

Governance, Process, and Delivery Excellence

  • Ensure compliance with SDLC, security, and governance requirements.
  • Track performance metrics (e.g., velocity, throughput, quality, predictability) and drive continuous improvement.
  • Standardize delivery processes, improve tooling, and strengthen operational efficiency.

Stakeholder & Executive Communication

  • Deliver clear, concise, and data-driven status reports for technical and executive audiences.
  • Facilitate alignment across diverse stakeholders with competing priorities.
  • Serve as the point of accountability for program delivery outcomes.

Required Qualifications

  • 5–8+ years of experience in technical project management, program management, or software delivery leadership.
  • Strong understanding of Agile/Scrum, Kanban, DevOps, and modern SDLC practices.
  • Demonstrated experience managing large-scale, cross-functional software development projects.
  • Ability to engage in technical conversations, understand architectural diagrams, and evaluate technical risks.
  • Exceptional communication, leadership, and stakeholder management skills.
  • Strong problem-solving skills with a bias toward action and ownership.

Preferred Qualifications

  • Experience with cloud platforms (Azure, AWS, or GCP).
  • Experience working with distributed engineering teams and large enterprise environments.
  • Certifications such as PMP, PMI-ACP, CSM, SAFe, or similar.
  • Bachelor’s degree in Computer Science, Engineering, Business Administration or related technical field (or equivalent experience).
