GENERAL PURPOSE: The Director of Finance is responsible for maintaining proper internal controls and ensuring compliance with college policies and procedures and the Financial Management Manual in the areas of the Business Office, Bursars, and Administrative Services. Under the direction of the Vice Chancellor of Finance, the Director of Finance participates in the development, monitoring, and maintenance of the campus budget. Ensures all campus budgetary, Sponsored Programs, Payroll, Fixed Assets, Journal Entry Control, Revolving Fund control, Cashier and Accounts Receivable, Purchasing, and Accounts Payable, are in compliance.

MAJOR RESPONSIBILITIES

  • Participates and assists the Vice Chancellor of Finance in the development of annual operating budgets and resource allocation processes.
  • Monitors departmental expenditures to ensure budget control.
  • Assist in preparing and/or supervising the preparation of monthly and annual financial management reports for the Chancellor, School Chairs, and Board of Trustees.
  • Provides liaison on matters relating to the routine contractual provisions of bookstore services provided by the campus’s private bookstore manager. Advises Executive Director of Administration on non-routine bookstore matters.
  • Assists Vice Chancellor of Finance with the preparation of requests for proposals and contract writing related to bookstore operations, vending operations, Automated Teller Machines, food services, and other contractual arrangements.
  • Plans and manages Campus’s vending services, food services, ATM services, and any other outsourced contractual operations.
  • Knows all facets of the Business Office operation and is available to supplement each person’s work or fill in, in case of emergency, absence, etc.
  • Responsible for directing, planning, and executing of all non-routine matters related to payroll, travel and fixed assets.
  • Responsible for accurate record retention for all areas of supervision.
  • Conducts periodic audits and reviews of payroll, fixed assets, and travel.
  • Supervises the scheduling and monitoring of college vehicles.
  • Audits vehicle logs to ensure compliance with campus policies.
  • Directs and manages the submission of sponsored program proposals.
  • Create and manage budgets for proposals and awards.
  • Ensures sponsored program funds are tracked and managed according to college and sponsor guidelines.
  • Conducts periodic audits and reviews of sponsored programs to ensure compliance with college and sponsor policies.
  • Administers direct supervision of campus purchasing, including purchasing compliance.
  • In conjunction with the EDA, responsible for maintaining proper internal controls and ensuring compliance with college policies and procedures related to all business functions, including purchasing.
  • Conducts periodic audits and reviews to ensure compliance with college policies.
  • Coordinates with EDA and assists with the fiscal year-end closing process.
  • Acts as Purchase Card Administrator for the Campus.

Salary Range: $65,000 - $70,000

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in accounting, Management, Finance, Business Administration, or related field required. MBA is preferred.
  • Three years of related experience and two years of supervisory experience are required. 
  • Must be able to handle sensitive and confidential information professionally. 
  • Must be responsive to the needs of all internal and external customer requirements and complaints efficiently and professionally.
