The Opportunity:
CACI International is seeking a highly qualified Department of Defense (DOD) Senior Project Lead highly skilled in Program/Project Financial Management and Engineering Logistics to join our esteemed Naval Engineering team. This pivotal role is designed to support multiple high-profile clients, including the Naval Sea Systems Command (NAVSEA), Military Sealift Command (MSC), and the United States Coast Guard (USCG). The candidate will be instrumental in establishing and leading support initiatives across various client missions, be able to drive the successful execution of complex projects, ensuring they are delivered on time, within budget, and in full compliance with all relevant regulations and standards.

This position requires a highly skilled individual with extensive experience in project management, financial analysis, and logistics support. The candidate will support customers’ missions on multiple programs and will establish relationships with Government clients. The candidate should be experienced in documenting processes, policies, procedures, test plans, Concept of Operations (CONOPS), writing proposals, developing presentation materials, financial and logistics reports, white papers, other documents, and other deliverables.


Responsibilities:

• Oversee complex Navy Logistics Engineering, Configuration Management, Navy Maintenance/Modernization, and Information Technology Projects and Programs.
• Manage the migration of legacy logistics systems to modern platforms (e.g., MBPS).
• Develop and implement strategic plans to drive business growth and operational excellence.
• Provide Financial Reports for multiple projects including actuals vs planned, variances, including S-Curve Trend analyses and dashboard reporting
• Provide Critical path reporting dependencies related to financial and schedule milestones
• Manage Staffing matrixes including CACI personnel and Subcontractor participation
• Perform Risk Management including Risks and description of mitigation
• Strong background in financial analyses and reporting using Microsoft Excel functions and ability to perform
• Proficient in financial statistical report consolidation and management.
• Strong background in Naval logistics supply program management processes.
• Experience in logistic data analytics and material procurement expenses.
• Lead business process re-engineering initiatives to improve efficiency and effectiveness.
• Identify and implement technology solutions to enhance logistics processes and Fleet readiness.
• Expand customer base and develop integrated solutions for Logistics management and life-cycle support.
• Compile and maintain monthly contract status reports, ensuring accurate and timely delivery of contract updates.
• Deliver monthly financial status updates to the Contracting Officer’s Representative (COR), enhancing communication and contract transparency.
• Prepare and update projected labor and Other Direct Cost (ODC) spreadsheets, providing precise financial forecasts to support project planning.
• Assist with updating and presenting Program Management Reviews (PMR) and Task Planning Sheets (TPS), contributing to effective program oversight.
• Develop and implement OM&S policies, processes, and procedures.
• Conduct analyses, provide recommended solutions, develop, and implement new processes and guidance based on DOD, DON, and NAVSEA instructions, regulations, and procedures.
• Manage and research suppliers, OEMs, contracts, and vendors.
• Lead internal and external meetings to manage, track, organize, and deliver parts for equipment and systems across commercial and government facilities.
• Develop Logistics Standard Operating Procedures (SOP) for Systems and Logistics teams.
• Establish and define program logistical plan requirements and perform in-depth studies to determine optimum program logistical support.



Qualifications:

Required: 
• U.S. Citizenship with DOD “Secret” security clearance

• Bachelor’s degree or equivalent years of related experience. At least 10 years of experience and bachelor’s degree in business or a related field or a minimum of fifteen (15) years of additional relevant experience may satisfy degree requirements.

• Experience with NAVSEA, MSC, or USCG marine logistics practices and standards.

• Proficiency with MS Office Product Suites including Word, PowerPoint, Excel, Database, Teams, Adobe Pro, N-ERP, WAWF, and PIEE systems

• Experience briefing complex technical issues (including performance, cost, schedule and risk implications) to decision makers.

Desired:
• Master’s degree in business, Logistics, Marine Engineering or a related field

• Ten years of experience performing as a key lead of a NAVSEA or MSC Logistics team projects.

• Ability to work with Flag Level DOD/NAVY/MSC Personnel

The proposed salary range for this position is:

$82,100-$172,400
