Job Description Summary

The Project Control Manager will report directly to the Dogger Bank Project Director. This role shall manage project business operations with a strategic overview of Cost Control, Earned Value Management, Budgets, Estimating, Change Management, Planning, Forecasting, Reporting Progress and Performance.
This Project Manager will need to work closely with the Project Contract Manager, Lead Planner, Finance Manager and the relevant Package Managers to ensure they are systematically coordinated to improve the delivery schedule, reduce project cost, provide the basis for informed decision-making, and lead risk management process. The Project Control Manager will also analyze project performance so as to monitor leading and predictive indicators to have early and accurate predictability of project outcomes.
Strategically, the Project Control Manager will provide leadership within the Offshore Wind organization to operationalize effective project business operation tools and processes on the Project in a view of continuous improvement.

Job Description

  • Project Control for a $1B+ Offshore Wind Project

  • Ensure effective, systematic operational coordination and controls between project planning, contracts, finance and project operation teams.

  • Strategic project performance analysis and improvement. Develop science-based solutions to drive profitability and cash flow, will reducing project risk.  

  • Essential Project Director staff member and team leaders 

RESPONSIBILITIES

  • Provide dedicated, strategic management of all project business operations by coordinating with the Project Contract Manager, Planner, Finance Manager Package Managers to ensure they are systematically coordinated for effective management of:

Project Performance

  • Provide leadership to ensure project performance is highly visible to project team and how these compares to Contractual & planned objectives.

  • Owns Project Key Performance Indicators (KPIs) master tracker for the Project, driving Problem Solving Resolution (PSR) whenever required.

  • Progress analysis (Earned value management) - Track project deliverable & monitor physical percent complete

  • Forecasting Estimate At Completions based on progress analysis, productivity and estimated resources required to complete outstanding Works.

  • Ensure Progress and Forecast Curves are generated and provide a realistic view of percent complete and work to be performed

 

Reporting

  • Develop and maintain a strong Operating rhythm with all project functions establishing and monitoring the Project Key Performance Indicators (KPI), Target to Improve (TTI), with support of PMO Lean Leader.

  • Prepare project status presentations, highlighting key accomplishments, risks and changes

  • Develop custom projects reports as needed to facilitate project discussions

  • Owns Monthly Project Reports, Monthly Project Reviews, with strong contribution into Project Margin Reviews

  • Act as the main point of contact for digital tools and process improvement for the Project.

 

Cost Control

  • Thorough understanding of project budget and baselines

  • Ensure the project cost structure is aligned to the schedule Work Breakdown Structure / Work Packages

  • Review and approval chain for PMO project requisitions, Variation Order Proposal and Purchase Orders

  • Monitor cost expenditure and forecast final costs based on progress and productivity

  • Assist and support project Finance Manager on financial project margin reviews and close-out, including reports on actuals, variances, trends and re-forecast as necessary.

  • At the completion of the project, develop and ensure recording of the project’s historical cost information and “lessons learned” for future use.

 

Risk Management

  • Manage a Project Risk Register which monetarily quantifies risks against the contract and budget.

  • Identify and communicate project risks

  • Develop risk mitigation plans and Opportunity enhancement plans with project team.

Scheduling

  • Work with Project lead Planner to develop customized schedule reports as per project needs (three weeks look ahead, variance reports, progress reports, milestone reports as needed).

  • Coordinate with Project lead planner and project execution leaders on adhoc basis relevant scenario planning in accordance with overall project strategy.

 

Forecasting

  • Thorough understanding of project Revenue triggers and quarterly/annual operating plan with specific actions to ensure quarterly revenue recognition is achieved.

  • Work with Finance Manager to adjust Annual/Quarterly Revenue Op Plan based on performance-based forecasting.

  • Thorough understanding of project Milestone Payment plan. Develop an actionable plan to achieve payment milestone requirements and communicate to project team.

  • Work with Finance Manager, Contract Managers and Client to ensure Invoices meet contract requirements and monitor to ensure payments are received on-time.

  • Thorough understanding of project cash flow curves.

  • Good interpersonal and collaborating skills.

  • Working Knowledge of Primavera P6 or Microsoft Project.

o   Incorporate current and evolving Project Tools, Procedures and Processes as the foundation for Project Operations 

 

PREFERRED QUALIFICATIONS

o   Leadership experience Energy projects, wind, or oil & gas industries.

  • Willingness to learn and teach proactively in a team environment. High ceiling for professional growth in a rapidly growing industry.

  • Experience in management positions on large ($1B+), complex, challenging projects

o   Experience working on industrial complex, highly technical equipment.

o   Experience working with global teams and global supply chains

  • Willingness to travel internationally and visit project/supplier sites

 

MINIMUM QUALIFICATIONS

  • Four-year relevant Bachelor’s degree plus five (5) years or more of relevant project business operations and project controls.

  • Proficient with Microsoft Office Suite, including Excel and PowerPoint

  • Must hold a valid driver's license, acceptable driving record, submit to background check and pre-employment drug screening
