Job Description
 

POSITION OVERVIEW:

Research and Development (R&D) Information Systems at Gilead provides technical solutions in support of business needs. This includes interpreting and / or developing systems specifications to develop, enhance and maintain information systems architecture, applications and functionalities.  R&D Information Systems designs, develops, tests, validates, maintains and improves R&D information systems, which involves additional responsibilities for preparing and delivering operating instructions and user training, compiling and managing other technical documentation, analyzing and evolving systems capabilities, and partnering with other Gilead information technology groups to enhance and improve R&D systems and related technical infrastructure. Good Practice quality guidelines and regulations (GxP) systems validation and user acceptance testing is also a specific responsibility of R&D Information Systems. R&D Information Systems may also provide technical support during regulatory inspections and internal audits. 

The Manager, R&D Information Systems will work directly with internal and external customers to fully diagnose their technical needs. The role will provide technical support for business applications or systems and may lead others in the development and / or maintenance of business applications and systems. This role typically acts as the technical lead for the assigned business area.

KEY RESPONSIBILITIES:

  • Works directly with internal and external customers to fully diagnose their technical needs, which are typically of increased complexity.
  • Works with immediate manager to define and assign business and technical objectives for assigned area and / or team.
  • With direction, works on specific projects and leads these or otherwise acts as a core project team member.
  • Accountable for achieving business and technical objectives for assigned area.
  • With guidance, may act as a technical spokesperson to the assigned area and based on area of expertise.
  • Oversees and guides or otherwise configures and develops systems applications and solutions, which may include responsibilities for defining the technical solution architecture.
  • Oversees and guides testing, user or processes activities, including refining applications or other solutions to align with business process needs.
  • Works directly with user groups and IT to enhance R&D applications and systems, such as reducing operating time and improving efficiencies, and coordinates infrastructure requirements with IT.
  • Oversees or otherwise authors technical documentation, business process documentation, user acceptance testing and / or validation test cases and delivery of user training.
  • Ensures business processes are created or updated and maintained to align with business and information systems needs and compliance requirements.
  • When applicable, provides matrix management of small teams. Mentors less experienced colleagues.
  • Independently creates project budgets and resource plans for assigned projects, seeking advice as needed.
  • Organizes, prioritizes and coordinates multiple activities to meet project timelines.
  • Ensures assigned work complies with established practices, policies and processes and any regulatory or other requirements.

REQUIREMENTS:

Minimum Education & Experience

  • MA/ MS with 5+ years’ relevant technical support, development or business analysis experience in a business environment
  • BA/ BS with 7+ years’ relevant technical support, development or business analysis experience in a business environment.
  • Multiple years’ experience leading small to medium-size technical projects and project teams within the pharmaceutical industry
  • Understanding of Pharmacovigilance requirements

Knowledge & Other Requirements

  • Has advanced knowledge of business information applications and systems best practices and tools ( COGNOS, ARGUS, etc..)and has shown ability to apply these to improve business efficiencies and effectiveness.
  • Proven ability to provide technical solutions to a range of difficult problems with general direction. Independently determines and develops approach to technical solutions.
  • Ability to lead and influence programs, projects and / or initiatives.
  • Ability to understand and communicate technical and/or business elements in a clear and concise manner. 
  • Strong interpersonal skills and understanding of team dynamics.
  • Proven ability to work successfully in a team-oriented, highly-matrixed environment.
  • Strong quality-orientation and attention to detail and accuracy.
  • When needed, ability to travel.
