Job Summary
The Licensing Specialist - SAM will be responsible for leading enterprise SAM delivery with focus on Oracle, IBM and Microsoft licensing. This role requires strong ability to interpret complex license agreements, validate entitlement and consumption data, guide ELP preparation and govern SAM processes for multiple publishers. The role will also support functional implementation and operational enhancement of SAM tools, while leading teams responsible for client deliverables and compliance outcomes.
Key Responsibilities
Delivery ownership: Own SAM delivery planning, stakeholder governance, quality control, issue management, risk escalation and reporting for assigned client engagements.
Oracle ELP leadership: Lead Oracle compliance and ELP assessments across Database, options, Fusion Middleware, Java, EBS or other Oracle products, including contract, metric, support and virtualization interpretation.
IBM ELP leadership: Guide IBM licensing reviews using Passport Advantage records, sub-capacity evidence, ILMT/BFI outputs, PVU/VPC/Authorized User metrics and Cloud Pak or AppPoints considerations where relevant.
Microsoft licensing leadership: Review Microsoft entitlement and usage across Enterprise Agreements, M365, Azure, Windows Server, SQL Server, Visual Studio and on-premises or cloud deployments.
Agreement interpretation: Translate OMA, ULA, ELA, Passport Advantage, Microsoft Product Terms and other agreement constructs into clear license calculation rules and review assumptions.
Tier-2 and Tier-3 coverage: Support additional publishers by applying structured SAM methodology for entitlement capture, discovery validation, usage analysis and compliance reporting.
SAM tool implementation: Provide functional implementation guidance for Flexera and ServiceNow SAM Pro, including publisher onboarding, entitlement upload, model validation, license creation, reconciliation and reporting.
Discovery and infrastructure validation: Validate inventory completeness across on-premises, virtualized, cloud and hybrid estates, including server, cluster, VM, container, SaaS and user data sources.
Optimization and remediation: Identify cost optimization, license harvesting, architecture optimization, contract clean-up, renewal and remediation opportunities arising from ELP outcomes.
Team leadership: Manage SAM analysts and licensing specialists, assign deliverables, review calculation logic, validate evidence and develop capability within the team.
Client communication: Present compliance findings, data gaps, assumptions, risks and recommended actions to client stakeholders and internal leadership.
Process improvement: Drive improvement in SAM runbooks, ELP methodology, data quality checks, reporting cadence and control maturity.
Core SAM process: Strong practical knowledge of contract and entitlement review, inventory normalization, license reconciliation, ELP creation, optimization and renewal support.
Preferred Experience and Credentials
Recommended 6+ years of SAM / ITAM experience with hands-on ELP, audit defense or compliance review experience for at least two Tier-1 publishers.
Experience with Oracle virtualization and cloud licensing concepts, IBM sub-capacity requirements and Microsoft cloud/hybrid licensing considerations.
Strong Excel and analytical skills for large-scale entitlement, deployment and usage data reconciliation.
Relevant SAM, publisher or tool certifications such as CSAM, CITAM, Oracle licensing, IBM licensing, Microsoft licensing, Flexera or ServiceNow SAM Pro are preferred.
