Salary:
$4,180.17 - $7,617.75 per month commensurate with experience.
Job Description Summary:
Under general supervision, the ESS Program Manager oversees program and project activities, including developing, implementing, and monitoring department and project budgets, tracking timelines and deliverables and providing periodic evaluations and reports for department projects. Provides analytical and advanced administrative support to the Office of Environment, Safety, and Security (ESS), including developing procedures for program administration, developing strategic plans and goals, managing special projects, developing materials for ESS programs, and coordinating departmental administrative and operational processes.
Responsibilities:
Program Management Responsibilities:
- Assists in defining Offices of Environment, Safety & Security (ESS) project mission, vision, scope, and delivery objectives.
- Manages project portfolios aligned with organizational business strategies and established project management standards.
- Develops and implements procedures for the administration of ESS programs.
- Researches, develops, and writes white papers and prepares presentations.
- Plans, schedules, and coordinates project activities through regular engagement with internal and external stakeholders.
- Coordinates project resources in collaboration with resource holders to support effective execution.
- Manages projects of moderate complexity where problems and solutions are generally defined.
- Oversees project quality control and assurance to ensure deliverables meet defined standards.
- Establishes and monitors goals for project delivery, applying best practices in vendor selection, contract negotiation, and project life cycle management.
- Provides budget input and monitoring for projects with minor to moderate financial impact.
- Maintains current knowledge of applicable federal and state laws, regulations, and national guidelines impacting environmental, health, safety, and security programs within the A&M System.
- Coordinates and tracks updates to A&M System policy and regulations, of which ESS is the primary contact office.
- Manages and coordinates the development and implementation of special projects for ESS.
- Serves as lead coordinator for ESS project teams and special initiatives.
Administrative, Compliance, and Program Support Responsibilities:
- Assists with yearly budgetary and contract processes.
- Prepares vouchers, purchase orders, and requisitions.
- Coordinates with accounting personnel and other support staff.
- Assists with coordination of ESS operational programs and events, including conference planning, blood drives, and training activities.
- Provides administrative support for departmental personnel processes, including employee onboarding, personnel records maintenance, evaluations, and expense reporting.
- Serves as custodian and departmental websites and SharePoint sites, ensuring content integrity, data governance, records retention, and disposition in accordance with A&M System records management requirements and compliance with applicable standards.
- Performs other related duties as assigned in support of ESS operations and leadership priorities.
Education and Experience:
- Bachelor’s degree in related field or equivalent combination of education and experience.
- Five years of related experience.
Knowledge, Skills and Abilities:
- Excellent verbal and written communication skills.
- Advanced skills in word processing, spreadsheet, Microsoft applications, and project management software, such as Asana and TeamDynamix.
- Excellent knowledge of business correspondence formatting, grammar, and punctuation.
- Advanced planning and organization skills.
- This position is security sensitive.
- This position requires compliance with state and federal laws/codes and Texas A&M University System policies, regulations, rules and procedures.
- All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System safety requirements.
- Ability to multitask and work cooperatively with others.
Preferred Qualifications:
- Professional Project Manager (PMP) Certification.
- Four years of project or program management experience at a state agency or an institution of higher education in the State of Texas.
