SUMMARY

The Acquisition Analyst III will support a federal client in Washington, DC area with the development of pre-award and post-award documents to include contract closeout.  

As a federal contractor, CNI is a drug-free workplace and adheres to the Federal Controlled Substance Act.   

ESSENTIAL REQUIREMENTS

Must be able to obtain and maintain a Secret clearance which requires U.S. Citizenship. 

FAC-C/CFCM/CPPB certification preferred.  

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following.  Other duties may be assigned.

Provides procurement support for all phases of procurement from acquisition planning to contract closeout.

Expertise in service, supplies & IT network & capability procurements.

Prepares complex (over $10M) labor and hardware/software acquisition Pre-Award and contract documentation.

Conducts market research, including recommendations for procurement strategy such as existing orgnaizational strategy and requirements, as well as future strategic planning.  

Translates technically complex requirements into clear, detailed performance statements. Edits and drafts highly technical documentation while collaborating alongside multiple stakeholders.

Provides post-award support to procurement and/or contract management staff, including:

Contracts financial tracking

Contracts management and tracking

Documents management and quality control

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.  

  

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

EDUCATION AND EXPERIENCE

Bachelor's degree and a minimum of ten (10) years of relevant experience, or equivalent combination of education/experience. Master’s degree in Business Administration, Contract Law, Contract Management or other professional higher education degree highly desirable.

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES

In-depth knowledge of the FAR and DFARs.

Develops visually appealing and evidence-based recommendations, executive summaries, COAs, and status updates.

Clearly communicates conclusions, analytical findings, reporting information and system enhancements to key stakeholders.

Overall portfolio and program management.

Process Improvement (Standards of Practice, Process Flow Charts, etc).

Passion for assisting client teams and exploring new, innovative ways to shape future acquisition strategies.

Expertise in DoD IT acquisition and communication with system stakeholders and administrators regarding statutory, regulatory and DoD IT policy updates to include Enterprise Information.

Technology, Network Security, Network Architecture concepts.

Utilize technical ability to understand and develop IT programs needs to assist with the facilitation and management of requirements and resulting portfolio. 

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume and distance.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

Work is primarily performed in an office environment. Regularly required to sit. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.
