Northrop Grumman Defense Systems is seeking a Staff Systems Engineer - Emergency Response Coordinator . This position will be located in Roy, Utah and will support the Sentinel program. This role may offer a competitive relocation assistance package.
The system safety team executes to a vast scope of work, interacting with a broad range of stakeholders internally and externally. The team ensures environmental safety and occupational health compliance, identifies hazards and associated causes and mitigations, inputs data into a hazard tracking system, identify safety critical items, identifies and tracks hazardous materials, ensures explosive safety and appropriate hazardous risk communication, supports government safety review boards and audits, and plays a pivotal role in test range safety as focal point between program and Vandenberg Space Force Base (VSFB) Space Launch Delta 30 (SLD 30).

The selected candidate will have the opportunity to work all aspects of the system safety engineering discipline. This will include analyzing and recommending design features to meet safety criteria in system design to control or eliminate hazards, active participation in design of products/systems, support equipment and facilities. The creation of functional specifications and establishing safety requirements for assigned systems, developing documents, as required, to support customer and test/operational range requirements, performing audits of operational areas and observing procedures to report on effectiveness of the system safety program are also within scope to this role. This individual will also be instrumental in guiding the system safety team through writing requirements for incorporation into DOORS, working in and maneuvering in CAMEO, and verification and validation efforts.
Additionally, the Staff Engineer is expected to coach and mentor fellow team members to successful program execution, while working toward long-range goals and objectives under consultative direction. Serving as an organization spokesperson on the project for the System Safety team, the Staff Engineer will act as an advisor to management and customers/stakeholders on advanced technical research studies, applications, and work products. The selected candidate should demonstrate a proactive approach to problem solving by identifying issues effecting the team and program then voluntarily working to resolve through innovative solutions and applying advanced technical principles, theories and concepts. The Staff Engineer will help drive execution to the program schedule within cost and time constraints as a technical lead for the team.
Finally, the selected candidate for this role will fill the Emergency Response (ER) Coordinator position. This position requires extensive experience in explosive ordnance emergency response, familiarity with mishaps and mishap recovery involving the Department of Defense and civil agencies, and familiarity with Northrop Grumman business resiliency policies and procedures. This candidate will lead the ER efforts for the program and will need excellent communication, mentoring, interpersonal skills, and ability to interface with senior management, peers, employees, customer, and subcontractors. The selected candidate will also need a high level of risk awareness to effectively brief program leadership on incidents and guide a team through incident recovery. The specific duties, experience, and knowledge base for the Emergency Response Coordinator within the System Safety team to include, but are not limited to the following:
- Support emergency response activities as directed by 29 CFR 1910.38, AFI 10-2501, AFSPCMAN 91-710, DoD 6055.17, MIL-STD-882E and contract requirements.
- Planning for emergencies in transportation, testing, storage, processing, and maintenance and deployment operations.
- Develop, and advise on, applicable program plans, process documents and procedures necessary to prepare the GBSD Program for current and future GBSD contract phases, and real-world emergency response activities.
- Assess the designs of GBSD, facilities, test sites, and operational environments, working with test and developing organizations to analyze and characterize hazards/vulnerabilities in the system, conducting site reviews, assessing hazards/readiness at various sites, performing safety assessments, and supporting the program to ensure it meets all program objectives and statement of work intent.
- Extensive knowledge and experience in supporting the following ER and/or Safety disciplines: 29 CFR 1910.38, DODM 6055.09/DESR 6055.09_AFMAN 91-201, AIAA-S-113 AFI 91-202, AFI 91-208, DODM 4145.26, Department of Transportation (DOT), and/or MIL-STD-882E, including federal, state and local emergency management requirements.
- Thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels.
- Plan, conduct, and evaluate ER exercises involving a broad range of program participants and actors.
- Provide support at various GBSD locations to evaluate ER readiness through site surveys, checklists, etc.
Basic Qualifications:
- Bachelor's degree in Science, Technology, Engineering or Math (STEM) with 12 years’ experience; 10 years’ experience with a Master’s; 8 years’ with PHD
- US Citizenship with Active DoD Secret clearance with a reinvestigation date occurring in the last 6 years.
- Must be able to be successfully screened for Enhanced Security Clearances, within a reasonable amount of time as determined by the company to meet its business needs
- 10+ years of experience in explosive ordnance emergency response military operations
- 2 years experience with systems engineering including working knowledge of requirements, verification and validation (V&V).
- Ability to travel up to 25% of the time.
Preferred Qualifications:
- Master's degree in Systems Engineering
- Naval School Explosive Ordnance Disposal (EOD) graduate with awarded EOD master badge
- Emergency Management certification, Associate Safety Professional (ASP)/Certified Safety Professional (CSP) certificate
- ICBM weapon system experience (Minuteman III or similar)
- 15 years of experience in emergency response activities for or on DoD installations and with military applications
- 10 years experience using and/or understanding of 29 CFR 1910.38, DODM 6055.09/DESR 6055.09, AFMAN 91-201, AIAAS-113 AFI 91-202, AFI 91-208, DODM 4145.26, Department of Transportation (DOT), and/or MIL-STD-882E – including federal, state and local emergency management requirements.
- Experience in reviewing technical schematics, drawings, plans and specifications on the system, and test and integration facilities and apply occupational safety requirements.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. This role may offer a competitive relocation assistance package.

Salary Range: $147,700.00 - $201,500.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
