The Senior Finance Partner will support the Vaccines business unit as finance expert across the complete life cycle of U.S. Government contracts (from initial proposals through contract close out and audit).  Acts as a primary point of contact for government auditors and interacts with Contracting Officers on financial matters across multiple government agencies to ensure that all financial & accounting obligations meet or exceed contract requirements and are compliant with all federal acquisition and other government regulations.

  • Provide full-lifecycle financial management and compliance oversight for the portfolio of GSK government contracts as assigned.
  • Draft, prepare, and execute internal and external correspondence on finance matters in coordination with contract administrator and general counsel (e.g. DCAA system audits, ICS Review, contract close outs).
  • Work cross-functionally to gather, interpret, analyze, advise and present financial information to peers and senior leadership and help to ensure that the financial strategy is supportive of and aligned with the goals of the GSK program leaders and management.
  • Prepare detailed cost estimates and author cost/business volumes during proposal preparation and ensure the execution of financial requirements are focused on risk mitigation, with both internal and external stakeholders.
  • Support contract administrator in the development and/or review of contract modifications/modification requests, provided by the customer or the technical team, which may result in funding changes, fund transfers, and negotiation of each request and contract action as necessary.
  • Support the project team and the GSK management team with budgetary tracking and changes, identification of overruns, and monitoring subcontractor costs, pass-through requirements, small business utilization and other financially related contractual and/or business requirements.
  • Develop and maintain financial compliance processes relating to applicable FAR clauses and CAS requirements to maximize reimbursement of allowable costs for GSK.  Partner closely with contract administrator to ensure all contractual compliance obligations are met according to the contract requirements post award.
  • Maintain appropriate records, spreadsheets, and other tracking documents to ensure that key milestones and contract deliverables, mandatory reporting and meetings and any other contract-related requirements are executed according to contract terms and conditions, and within agreed timelines; and as required, to support internal and external audits.
  • Provide financial subject matter expertise by interpreting applicable CAS and FAR clauses to GSK business situations to enable contract compliance and mitigation of risks.
  • Preparation of accounting papers for newly executed contracts, and support other internal processes for new project setup, periodic financial reports, forecasts for current year and life of contract phasing
  • Lead in the preparation and review of Annual Incurred Cost Submission
  • Perform other duties, as assigned

Basic Qualifications:

We are looking for professionals with these required skills to achieve our goals:

  • Bachelor’s degree or higher in Business Administration, Accounting, Finance or other related discipline
  • 6+ years of combined Contract Management, Financial Partnering &/OR Audit related experience
  • Experience working with Pharmaceuticals or Vaccines company and/or government contracts
  • Experience leading the development of cost/business forecasts and managing expenses
  • Intermediate to advanced Excel modelling skills
  • Stakeholder management interacting with all levels of a matrix organization; and develop relationships within all levels of the organization
  • Travel up to 10% (i.e. 1-2 times per year)
  • Onsite required (2-3 days per week)

Preferred Qualifications:

If you have the following characteristics, it would be a plus:

  • MBA, preferably in Management, Finance or Accounting.
  • Experience working with various government agency across a wide range of contracting types including:
    • FFP, Cost Reimbursement, Cost Plus, Other Transactional Agreement (OTA), Technology Investment Agreement (TIA), etc.
    • Working knowledge and experience with Code of Federal Regulations (CFR), Federal Acquisition Regulations (FAR), Certified Cost and Pricing Data, and Cost Accounting Standards (CAS) requirements.
    • Experience working directly with Health & Human Services (HHS) agencies (including experience with biomedical R&D contracts involving preclinical (animal) studies, human clinical trials, as well as drug manufacturing) is highly preferred; experience with other various Government agencies
    • Experience in the preparation and review of annual Incurred Cost Submission for adequacy
  • Demonstrated ability to drive performance, influence, and lead others in a matrix environment with diverse internal business customers at multiple organizational levels.
  • Extensive organizational and time management skills; must be able to multi-task with a high degree of accuracy and detail in a fast paced, deadline-driven environment.
  • Demonstrated ability to manage multiple shifting priorities and deliver quality results under deadlines.
  • Creative and innovative problem-solving skills.
  • Excellent teambuilding and situational leadership skills.
  • Experience using SAP accounting and PO Management modules
