Job Description:
Enterprise Governance Lead
Doha, Qatar
Parsons is seeking an experienced Enterprise Governance Lead to support the establishment of a client-side Enterprise PMO governance framework for a major development portfolio. This role will lead the design of governance architecture, delegated authority structures, stage-gate approval systems, escalation protocols, and enterprise governance controls, ensuring the overall operating model is practical, enforceable, and ready for PMIS implementation.
What You'll Be Doing:
Lead development of an enterprise PMO governance operating model for a major portfolio environment
Define governance layers, reporting hierarchies, committee structures, and decision-making protocols
Develop Delegation of Authority frameworks with financial thresholds and approval workflows
Establish lifecycle stage-gate governance across pre-construction, design, procurement, and delivery phases
Integrate governance requirements with process workflows, role accountability, KPIs, reporting, and PMIS logic
Facilitate governance workshops and decision sessions with executive client stakeholders
Lead governance gap analysis and alignment reviews of existing client procedures and frameworks
Establish governance compliance and enforcement mechanisms, including escalation and audit pathways
Coordinate with PMIS, digital, controls, and commercial teams to ensure governance artefacts are implementation-ready
Support knowledge transfer and capability-building activities with client counterpart staff
What Required Skills You'll Bring:
Bachelor’s degree in Engineering, Architecture, Construction Management, Business Management, Programme Management, or related field
Minimum 15 years of relevant experience in PMO establishment, governance advisory, or major project delivery environments
Proven experience designing PMO governance or enterprise operating models for large programmes
Strong knowledge of Delegation of Authority frameworks, approval structures, and stage-gate governance
Experience in major capital programmes, infrastructure, real estate, or development environments
Ability to work at executive level with strong client-facing communication and workshop facilitation skills. Arabic speaking preferred
Strong understanding of governance integration with programme controls, PMIS, commercial, and reporting systems
Demonstrated ability to create practical, enforceable governance structures rather than high-level policy documents only
Experience leading multi-stakeholder governance initiatives across client, consultant, and contractor environments
Strong analytical, organisational, and documentation skills
GCC and/or Qatar experience preferred
