The Opportunity:

You will provide critical support to U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI). You will use your skills to provide data collection, analysis, management, interpretation, visualization, and reporting; advanced statistical analysis, predictive modeling, forecasting, and inferences; tool development and model building to enhance data-driven, fact-based decision making; management and business process modeling; budget and workforce planning, formulation, justification, and forecasting; strategic planning and implementation; risk assessment and management; performance measure development and reporting; program development; research and program evaluation planning and implementation. You will provide supervision, management, industry knowledge, training, documentation, and technical/analytical support

Responsibilities:

You will support ICE by:

  • Presenting analyses in a cohesive manner using summary statistics (frequencies, averages, summations, filtering, etc.)
  • Applying standard statistical methods, appropriate to the data, such as correlations, weighting, ratios, trend analysis, hypothesis testing, regression, time series, optimization, cost analysis, systems modeling, risk modeling, simulation, predictive modeling and forecasting, and decision trees
  • Conducting reviews to find the best methods/techniques to address analytical questions
  • Documenting research questions, approach, progress, assumptions, and caveats throughout the data analysis process
  • Interpreting data, drawing sound, relevant, and defensible conclusions from the data analysis or models to effectively communicate findings to both technical and non-technical stakeholders. Conclusions must include recommended actions and must be framed within the context and scope of the question
  • Gathering information from various sources and assemble the information into comprehensive work products (reports, briefings, white papers, executive summaries, etc.)
  • Creating and presenting analyses in writing or orally via presentation for varying level of audiences from analytical expert to non-technical leader on the intent, purpose, scope, analysis, and results of all assigned projects and efforts.




Qualifications:

--DHS/ICE, DOD, or other federal agency clearance

--At least five (5) years of relevant experience

--Master’s degree (MA/MS) in Business Administration, Public Administration, Social Sciences, or a similar field. Equivalent experience in lieu of a MA/MS: Bachelors degree (BA/BS) in Business Administration, Public Administration, Social Sciences, or a similar field, plus an additional two (2) years of relevant experience in each of the area below

--Five (5) years of experience each of the following:

  • Coordinating the development of, and aligning a strategic plan with multiple external partners, and researching plan authorities.
  • Developing strategic implementation plans, communication plans, and performance measures that enable the agency to demonstrate progress towards attaining the goals of the plan
  • Managing projects to include gathering information from various sources and assembling the information into a comprehensive work product for leadership decisions, in addition to working with a variety of diverse and complicated projects and performing under tight time constraints
  • Using confidential or sensitive data; completing strategic planning activities with aggressive timeframes; working with multiple partners, including partners that may not be familiar with strategic planning; and leading senior-level working groups

--Three (3) years of experience designing and implementing an evaluation research project to include identifying the problem statement or research questions; designing logic models and outcomes; drafting flowcharts; implementing the program; gathering and analyzing data and metrics; assessing outcomes; and drawing conclusions to make recommendations about the viability and effectiveness of the program.  Familiarity with the Foundations for Evidence-Based Policymaking Act of 2018 preferred.

The proposed salary range for this position is:

$78,700 - $165,300
