Education:  Required- High school diploma or equivalent

Preferred - Bachelor’s degree in Healthcare Administration, Business Administration, Nursing, or related field

Experience:   Required- Five years of experience as the director or in lead role of a licensed/regulated facility, residential youth program or similar program; or five years of progressive project management with two or more years in a supervisory role that includes the development, oversight, and management of program budgets. Administrative knowledge of and/or experience in adult day care programming; program management, staff supervision, program development, quality assurance and evaluation, is a must.  

Preferred - Experience with intermediate care facilities for individuals with intellectual/mental disabilities or experience in residential care setting highly preferred.


Certifications:   Preferred- Licensed Intermediate Care Facility Administrator

Summary:     The program director provides tactical and strategic operational oversight of the organizational, programmatic, and financial elements of all services provided to the adults attending day habilitation program services to ensure that each adult’s physical, social, emotional, educational, and recreational needs are met through proper implementation of Active Treatment and day habilitation program services.

Essential Functions:
1.    Hire, train, supervise and evaluate program personnel in accordance with agency policies and procedures and federal and state standards and requirements and ensure that all staff supervised are current on training requirements for DADS Licensing as well as State and Federal Licensing, BV (Breckenridge Village) Policies and Procedures and BV Policies and Procedures which includes all day habilitation personnel.
2.    Regularly observe and evaluate buildings, grounds, equipment, personnel, residents, vehicles and other program resources and address issues and problems as needed. 
3.    Facilitate and/or supervise appropriate programming, treatment, and discharge planning for service population.
4.    Provide consultation, feedback, evaluation, motivation, and direction to staff, conduct staff meetings, and communicate with them regularly.
5.    Provide appropriate social services in accordance with licensing standards, contract terms, agency policies, and funding requirements. 
6.    Supervise, facilitate and participate in the resident assessment and admission process.
7.    Monitors program through frequent observation and evaluation of programs services, building, grounds, equipment, staff, clients, etc.
8.    Serves on internal and external committees as assigned by the Executive Director.
9.    With the concurrence of the Placement Committee and the Executive Director as appropriate, approves discharge of residents from the day habilitation program
10.    Maintains open and transparent communication with parents and guardians, Communicates with parents around needs of residents and counsels with residents and parents/guardians
11.    Develop organizational management structure which promotes best practices, facilitates optimum delivery of services, and ensures each resident’s safety and well-being for day programming.
12.    Create and maintain an internal policy and procedure manual of the organizational structure and each programmatic function based upon requirements, policies & procedures set by all stakeholders.
13.    Develops and maintains effective working relationships between personnel and/or other professionals including law enforcement officials, judicial officials, legal resources, medical professionals, and other community resources.
14.    Responsible for timely completion of assignments and adapts schedule to changing workloads to include work in evenings, weekends, and holidays when necessary.


Measurable Deliverables:
1.    Department budget supervised and tracked on ongoing basis with reports submitted to Executive Director
2.    Staff vacancies managed and filled with coordination with FDF Talent Division and all residential program relief staff are appropriately trained and personnel files properly maintained.
3.    Clients are appropriately placed and individual plans for client care outcomes are developed and tracked.
4.    Oversee and remediate deficiencies related to day habilitation associated with federal and state standards and requirements through interaction with state surveyors. Programs maintain compliance with ICF-IID licensing standards and compliance documentation is properly prepared and submitted in a timely manner through developing and implementing all Plans of Corrections cited in state surveys residential programs as assigned by Executive Director.
5.    Complete timely and accurate documentation in accordance with agency policies and procedures and contract and regulatory requirements and standards.
6.    Approve and manage employees’ time and schedules, utilizing the ADP platform.
7.    Purchase Program Supplies and manage expenses via the Concur system online. 
8.    Prepare and maintain department reports as assigned. 
9.    Develops, coordinates, and monitors Active Treatment program and serves on Inter-Disciplinary Team (IDT) in case management of clients
10.    Facilities all aspects of case management for community participants. 
11.    Participate in service expansion planning, budget preparations and short- and long-term planning 
12.    Track and monitor progress and incident reports via Therap. 
13.    Ensure all day hab personnel accurately and timely complete and submit daily, weekly, and monthly reports.
14.    Develop weekly Life Skills curriculum and facilitate life skills classes as decided by the Executive Director. 
15.    Participates in on-call rotations for the residential programs, to include during weekdays, weeknights, weekends, and holidays. 
16.    To work effectively with the BV Executive Director, state licensing representatives, and all funding source entities.
17.    Serve as a member of FDF Incident Management Team. Attends all mandated trainings for IMT and reports for active duty when required. 
18.    Serve as a member of the FDF Management Executive Council
19.    Weekly consultation with assigned staff to ensure service and deliverables are being met.
20.    Work evenings, weekends and holidays as needed or requested by the position supervisor. 
21.    Works with Finance department to ensure billing is accurate on monthly basis
22.    Implement BV (Breckenridge Village) safety protocols including evacuating clients and other staff in case of an emergency. 
23.    Maintain confidentiality in all areas of the service population and program operations. 
24.    Maintain BV professional and ethical standards of conduct outlined in the FDF employee handbook including showing respect for agency staff, children, and community members and complying with required dress code. 
25.    Quality of Adult Day Services: maintain 90% or better consumer satisfaction record with participants and parents/legal guardians.
26.    Maintain or exceed State standards, compliance reviews from funding and/or regulating agencies. 
27.    Maintain less than 20% annual staff turnover rate and work to build a cohesive team/unit. 
28.    Continually research current, innovative curriculum and programs for persons with developmental disabilities and incorporate relevant components into the BV Day Program.
29.    Maintain a current inventory of all Day Program materials, equipment, and supplies.
30.    Consistently identifies and works to address Day Program unmet needs.
31.    Coordinate Day Program activities, schedule and pertinent information resident with PDs or Residential Services.
32.    Coordinate and manage transportation for the Day Program and coordinate vehicle assignment with the Executive Director. 
33.    Determine admission eligibility of prospective clients and client discharges.
34.    Organize and participate in local and regional meetings with community entities in the region to address current and future issues affecting the program operations.
35.    Maintain daily census levels necessary to balance monthly annual expenditures.
36.    Development and implementation of a marketing plan and maintain good community relations.

2.    Possess a valid Texas drivers’ license, work eligibility status, and have a safe driving record.

5.    Pass a pre-employment drug screen and random drug screen throughout employment.

8.    Communicate promptly with Director of ICF-IID, House Manager and /or RN regarding needs and problems of individual ICF-IID clients.
9.    Demonstrate a working knowledge of all Residential Services and Day Habilitation policies and procedures.
