Position overview

Director, Finance Japan will be responsible for the Finance operations and controls, financial and tax reporting, financial planning and analysis for RGA business in Japan.  This role will support the CFO Japan who will lead and manage the entire Finance function for Japan business both onshore via RGA Japan Branch and RGA offshore legal entities. This role will require effective team management and collaboration with business, functional and regional leaders.

More specifically, this role will manage the financial, tax and the relevant regulatory reporting processes applicable to RGA Japan Branch.  The role will ensure maintenance of adequate internal controls for Japan regulatory and the US GAAP SOX compliance purposes.  The incumbent will be one of the key interaction person with the relevant regulators/authorities in Japan, and with functional and business leaders of the Japan office.  This role will be involved in the financial planning and budgeting process for Japan legal entity and business unit respectively. This role will require strong focus on regulatory compliance, risk management and fostering effective teamwork and cooperation among local and regional functions.
 

Responsibilities

Financial Reporting and Controls

  • Lead/manage accounting and financial reporting for RGA Japan Branch
  • Provide oversight to ensure key accounting controls and financial integrity are in place in all aspects of reporting
  • Adherence with Japan statutory accounting requirements and where relevant also adherence with RGA accounting policies and practices
  • Prepare high quality financial reports to key stakeholders, including Japan Management Board and the relevant regulators and industry associations in Japan
  • Identify improvements to financial reporting and management systems to support management decision-making and implementation of business strategy (such as development related to the new Economic Solvency Ratio (ESR) in Japan)
  • Oversee/review SOX scope, compliance, risks and controls for Japan business operations
  • Work closely with actuarial valuation team to understand key trends of business performance, ESR implications and impact of actuarial assumptions change
  • Work with valuation, finance, auditors, administration and compliance to ensure strong collaboration and understanding of finance process and control issues and improvement required

Tax Reporting and Controls

  • Lead/manage the preparation of tax reporting for RGA Japan with strong collaboration with RGA Global and Regional tax teams
  • Maintain a good understanding and controls over business flow and expenses recharge process for accurate and supportable tax reporting in Japan 
  • Maintenance of adequate documentation for compliance with tax transfer pricing policies with the support of Global/Regional Tax as well as external Tax consultants
  • Lead discussion with auditors from the National Tax Audit (when applicable). Maintain a good understanding on the various reporting bases between JStat, Tax and US GAAP

Financial Planning and Analysis

  • Lead the financial planning and budgeting process for Japan legal entity regulatory and Tax purposes
  • Support the financial planning and budgeting process for Japan business unit (including onshore and offshore business)
  • Regular operating expenses review and analysis including understand RGA’s operating expense structure to identify efficient improvement and tax related implications in Japan
  • Produce updated financial forecasts in support of local, regional and global processes

Collaboration and Leadership

  • Strong leadership skill to lead, develop and foster a strong engagement with the Finance team locally and regionally
  • Collaborate with audit and compliance functions to ensure proper oversight and support to local management teams to address issues from finance perspective
  • Act as risk owners for Finance related risks and actively participate in Japan Audit & Risk Management Committee meeting
  • Support Japan Investment Committee process and meeting
  • Collaborate with valuation function on financial reporting to ensure coordinated efforts in reporting controls
  • Participate in ad hoc projects which are in line with strategic priorities as Finance business partner
     

Qualifications

  • Bachelor’s degree in Accounting, Finance or Actuarial Science
  • 15 years’ accounting and finance experience preferably in reinsurance or life insurance industry. Other financial institutions will be considered
  • Experience in looking at the business in a strategic way with the ability to have input to the future development of the business
  • Knowledge and experience in Japanese accounting requirements, the US GAAP and IFRS 17 will be an advantage
  • Chartered Accountant or CPA, Actuarial, CFA and other equivalent
  • Strong potential to build and lead, mentor, and develop a professional team; including the ability to delegate key areas of responsibility
  • Demonstrated interpersonal skills; ability to build professional relationships with various departments/stakeholders across a wide variety of operational, functional and technical disciplines
  • A high level of personal accountability and integrity
  • Exceptional ability to make timely and effective decisions and produce results through strategic planning and the implementation and evaluation of programs and policies
  • High oral and written communication skills including presentation skills, demonstrating the ability to convey information in a way that is meaningful and well received by stakeholders and team members
  • Highly advanced ability to investigate, analyze and solve complex analytic, financial and business problems/issues
  • Persuasion and negotiation skills when working with internal/external customers to resolve issues/problems
