Position Summary

Reporting to the Manager, Procurement, this position is responsible for leading the Town’s annual purchasing, contract and supplier management programs with a particular focus on construction tenders and request for proposal processes. This role is required to ensure compliance with by-laws and regulations while maximizing the value acquired by the Town through its procurement activities. This role also leads reporting for internal and public purposes, coordinates various purchasing technologies, as well as provides research and recommendations with respect to policies, procedures and contract language.

Major Job Responsibilities

  • Ensures the effective implementation of procurement activities for the organization based on legislative & by-law requirements, leading industry practices and utilization of technologies and processes
    • Leads procurement processes (tenders, request for proposals, etc.) for the Corporation on acquisitions exceeding $25,000.
    • Liaises with the other government agencies for co-operative purchasing opportunities.
    • Responsible to work in partnership with departments across the Town to achieve “best value” over the total life cycle of the goods and services/ revenue and construction projects.
    • Identifies and pursues opportunities to integrate or coordinate activities with similar activities of other Business Units, Divisions, Departments and external agencies
    • Facilitates the development and execution of agreements with departments, suppliers/ third parties and/or legal council
    • Act as the facilitator to departments & suppliers in regards to supplier performance, contract dispute resolution, including liaising with legal Council, as required. 
    • Negotiates contract amendments (change orders, extensions, terminations, etc.).
  • Manages all procurement activity and related reporting to Council in assigned areas of responsibility including:
    • Develops, prepares and executes an annual bidding schedule, identifies and promotes new bid calls/strategies.
    • Responsible for, and facilitates with Financial Planning and departments on reports to Council for contract awards or amendments.
  • Subject Matter Expert supporting the implementation and leading the operation of various purchasing and contract management technologies
    • Plans and co-ordinates technology strategies for procurement and contract management
    • Advises Bids and Tenders E-platform users with best practices and development of functionality for the e-bidding platform.
  • Provides contract and market information/updates to assist end users with budget preparation/variances/budget impacts.
  • Researches and has input into the Procurement Bylaw/legal contracts with changing contract case law, trade agreements and the regulations of the Municipal Act; ensures that the E-Systems and documents are in compliance with these items.
  • Recommends continual improvements to the statements of work, business processes, etc.

Education & Experience

  • Minimum Post-Secondary degree/diploma in business, finance, and/or supply chain management; University degree in business, commerce or related field is preferred
  • Minimum Three (3) years experience in procurement with experience in a municipal environment; Five (5) years experience in procurement with three (3) years in a municipal environment is preferred
  • Minimum Designation from the Purchasing Management Association of Canada – SCMP (Supply Chain Management Professional) and/or the National Institute of Government Purchasing - CPPB (Certified Professional Public Buyer); CPPO (Certified Public Procurement Officer) certification is preferred
  • Experience with request for proposal and roster procurement processes is preferred
  • Advanced negotiating, dispute resolution skills, analytical & problem solving skills is a minimum requirement
  • Experience in the procurement and contract management related to infrastructure construction, consulting and IT requirements is an asset
  • Project Management Skills is an asset
  • Knowledge of Trade Agreements, Provincial Legislation impacting municipal contracts and emerging trends in procurement and contract management is an asset
  • Knowledge of financial and procurement technology including e-commerce applications within a municipal setting is an asset

This 16 month contract position is eligible for the following:

·Annual Salary Range: $94,714- $118,383 (based on a 35-hour work week)
