Job Description:
This job is responsible for leading and executing on internal control discipline and operational excellence within a Line of Business (LOB) or Enterprise Control Function (ECF). Key responsibilities include executing LOB or ECF processes and tools to drive adherence to enterprise-wide standards. Job expectations include supporting the implementation of quality assurance and quality control processes within the LOB or ECF through ongoing monitoring and testing of controls, identifying issues and control improvements for remediation, and building out actions plans and milestones.

The Business Control Manager is a hands-on execution leader providing support to the CPO function through direct client engagement with senior leaders and teams.  The successful candidate will be a strong, decisive, results oriented individual who can develop and manage relationships across a wide variety of business and CPO partners based on trust, teamwork and knowledge. 

Team Overview:

The CPO Data Management & Business Continuity and Controls team is part of the Governance, Operations, Analytics and Transformation organization (GOAT) within the Chief People Organization (CPO) line of business. The CPO Crisis Continuum Team is responsible for governance and oversight of the CPO function as it pertains to alignment to enterprise policies and standards by driving harmonized and consistent execution of deliverables and requirements related to Business Continuity, Resolution and Recovery Planning, and Inter-affiliate Services. The primary focus of our team is to drive internal control discipline and risk management through strong partnerships across CPO, as well as other enterprise control organizations.

Responsibilities:

  • Leads the assessment of the design and effectiveness of the risk and control environment to support Resolution and Recovery Planning to ensure adherence to enterprise-wide standards

  • Performs monitoring and testing of controls, identifying issues and control improvements for remediation

  • Leads the implementation of optimized controls and enhanced Quality Assurance (QA) practices to support Resolution and Recovery efforts

  • Manages the performance and productivity of team members that conduct quality inspection reviews

  • Ensures timely execution of QA activities including control execution, case management, and results reporting

  • Works with Enterprise Control partners and front line units for responses to regulatory exams, internal audits, and other monitoring and inspection reviews

  • Ensures accuracy of data and that relevant information is captured for inspection metrics to support governance for dashboard reporting

  • Lead the development, maintenance, and quality assurance of Major Effect Plans owned by or contributed to by the CPO.

  • Coordinate engagement with business partners and sub-FLU subject matter experts to deliver required enterprise deliverables, including but not limited to: Operational Continuity Playbooks, Contingency Options Playbooks, and the annual Rules Federation Cycle.

  • Provide integrated support across the CPO Crisis Continuum team, partnering closely with Business Continuity and Inter-Affiliate Services teams.

Required Qualifications:

  • 5+ years relevant HR, business support, or Resolution and Recovery related experience

  • Experience in a Quality Assurance or oversight role

  • Ability to maintain objectivity in balancing bank risk with client needs and satisfaction

  • Excellent relationship and communication (e.g., verbal, written and presentation) skills

  • Self-motivation, self-direction, organizational skills and the ability to manage priorities without sacrificing quality or timelines

  • Ability to structure timelines and deliverables with long runways for completion
