Overview of Role:

The Government Affairs & Policy (GA&P) function plays a pivotal role in shaping external environments to support innovation and improve patient access. This includes proactive engagement with policymakers, regulatory bodies, and industry associations. The function must navigate wide-ranging cost containment measures, geopolitical dynamics, and rapid policy shifts that demand agile and forward-looking strategies.

This Director position will lead the policy shaping strategy and actions for Japan Innovative Medicine, especially to make sure and improve access of J&J IM innovative medicines including new modality to Japanese patients.

The role requires an experienced expert who is a strategic thought leader, with deep experience in policy shaping, good business acumen, and the ability to challenge the status quo both internally and externally. This leader will build trusted relationships with diverse stakeholders, and drive policy solutions.

Position Summary:

• Develop policy-related strategies, goals, and outcome-based action plans. And lead and work with poly team as well as cross-functional team to deliver the outcome.
• Proactively work with both internal and external stakeholders on pricing, regulatory, CEA, and patient access matters from policy development, interpretation and implementation that are relevant to J&J IM in the market.
• Foster strategic stakeholder relationships with government and politicians, government agencies, industry associations, and other advocacy stakeholders/groups. Strategically build and strengthen J&J’s credibility externally and J&J’s seat at the table in key government initiatives and discussions
• The leader is expected to contribute to external landscape analysis from perspectives of government and policy impact in the development of business segments’ short and long term strategy. With understanding of business insights to prioritise government affairs and policy opportunities aligned to each TA’s business growth and in strengthening J&J’s reputation.
• Oversee and develop a team as a people manager

Qualifications:

The position requires an experienced leader with deep healthcare industry knowledge and proven ability in establishing relationships with internal and external stakeholders.  The individual must have a proven track record of good performance and ability to manage project teams. 15+ years of relevant work experience, especially in healthcare-related industries is preferred.

The leader must:

• Have strong presence and interpersonal skills, excellent influencing skills, an established level of credibility.
• Have extensive experience in formulating and leading significant issues management and government relations
• Be highly articulate, with excellent written and verbal communication skills in Japanese and sufficient capability in verbal communication, writing, formulating policy related document in English.
• Have ability to anticipate emerging issues of importance to the company, and to prioritize appropriately.
• Have ability to take a key role or position in industry association such as PhRMA.
• Have a deep knowledge of the industry regulatory & healthcare policy environment coupled with a strong ability to clearly articulate a plan that enables J&J IM to understand the risks, opportunities and implications of industry/government initiatives that may impact the business with strategies to manage issues both proactively and reactively.
• Be a Credo based leader that drives integrity throughout the organization
• Have at least a bachelor's degree, preferably a master’s degree, MBA, MPH, PhD or equivalent.
