USELMS Database Analyst

Location: 57 IS / 365 ISRG – JBSA–Lackland, TX

Position Summary

Leidos’ Defense Sector is seeking a seasoned Electronic Warfare (EW) professional to serve as a United States Electromagnetic Systems (USELMS) Analyst in support of the 57th Intelligence Squadron, 365th Intelligence, Surveillance and Reconnaissance Group, 363rd ISR Wing, 16th Air Force at Joint Base San Antonio–Lackland, Texas.

This senior expert will lead technical and engineering verification of USELMS database methodologies, validate technical and intelligence sources, and ensure strict compliance with EW and Intelligence Community standards. The role provides authoritative guidance on workflows, supports modeling activities across Radar, EO/IR, Communications, ECM, and RWR systems, and ensures all USELMS data models meet community standards for accuracy, interoperability, and deliverable readiness. The analyst will also help manage acquisition intelligence requirements, RFIs, and Data Quality Feedback (DQF) to ensure own‑forces and U.S. commercial parametric data needs are accurately captured, prioritized, and fulfilled.

Primary Responsibilities

  • Support USELMS government acceptance review queues
    • Conduct engineering assessments of USELMS database files across Platforms, Radar, EO/IR, Communications, ECM, and RWR systems
    • Perform independent quality control of technical data, engineering information, and intelligence studies to ensure models accurately reflect system behavior
    • Document QC findings and brief government Program Managers to support formal acceptance decisions
  • Develop and maintain standardized processes aligned with IMD Production Centers and end‑user feedback
  • Analyze own‑forces and U.S. commercial systems across Radar, EO/IR, Communications, ECM, RWR, and other EMS‑dependent technologies
  • Support the Foreign Disclosure Officer (FDO) through preliminary review, QC, filtering, and formatting of foreign‑releasable USELMS models for all Services
  • Provide NATO emitter database updates for Radar and Communications systems upon FDO approval
  • Track, manage, and resolve Data Quality Feedback to ensure timely and accurate corrections to USELMS models
  • Maintain AIRES updates as a Blue/White IMD producer
    • Validate active system requirements
    • Assign responsible agencies (57 IS, ARAT, NIWDC)
    • Forecast model initialization/update timelines using the USELMS task management system (Hawkeye)
    • Notify agencies of unmet requirements
    • Create new AIRES requirement packages for requests originating outside the system
  • Evaluate and improve USELMS processes
    • Identify inefficiencies
    • Recommend innovation opportunities
    • Enhance data integration with other intelligence databases via APIs or similar technologies

Basic Qualifications

  • Bachelor’s Degree in Electrical Engineering, Radar Engineering, Physics, or related technical field. Additional years of experience may be considered in lieu of a degree. A Master’s Degree may substitute for additional experience.
  • Active TS/SCI clearance with understanding of associated security practices
  • Minimum 15 years of analytical experience
  • Background in EW, IC, EMS, or IMD Production Centers
  • Exceptional written and oral communication skills
  • Ability to work independently with minimal oversight

Preferred Qualifications

  • Familiarity with USELMS modeling schemas (Radar, Communications, ECM, EO/IR, RWR, Platforms)
  • Experience handling security markings and CUI
  • Proficiency with Nighthawk analytical toolsets
  • Background in radar system design/operations/maintenance
  • Technical ELINT experience and/or military operational experience

Pay Range:

Pay Range $92,300.00 - $166,850.00
