Summary:

  • Make or buy and risk management skills
  • Define acquisition Plan and coordinating all procurement actions and stakeholders for the project with countries of origin and countries of destination
  • Provide secure procurement estimation including weighted Risks and Opportunities, on behalf of the procurement organization, for all performances related to “buy” part for the Bid life cycle and allow innovative alternative from the suppliers
  • Challenge and check WPM inputs/ requirements in terms of quality, schedule, budgets.
  • Consolidate the purchasing baseline for bids with associated competitiveness plan
  • Guaranty that all possible globalizations per category/commodity within the Project work packages are implemented to maximize the competitiveness.
  • Ensure that any information from the project is provided to the relevant Group Category Buyers to allow them any possible pooling per commodity with other Bids and projects.
  • Understanding of the Business lines business model.

Responsibilities:

  • Collaborate with and influence Engineering and Design Authority to develop as cost competitive solution.

  • Contribute and challenge Make/Team/buy decisions.

  • ·       Collect and Challenge the Expression of Need with stakeholders to allow efficient and innovative alternative RFQ (schedule/ SOW/ specifications/ requirements/ budgets/ constraint…. etc.).

  • Identify procurement strategy implementation across multiple Business Lines where appropriate.

  • Define Acquisition Plan in coordination with related stakeholders including PPM from countries of origin / category buyers/ Bid Team/ Technical team / Legal, Finance.

  • Distribute and monitor to category buyers their individual work packages for procurement actions, define related objectives and drive and consolidate the feedback from category buyers.

  • Take the responsibility of some Procurement Work Package Management, when necessary, within the Integrated Project Team.

  • Define the flow down of T&Cs in conjunction with Legal and Contract Manager.

  • Issue internal and external reporting of Procurement activities.

Requirements:

  • Bachelor’s degree in engineering or supply chain.
  • 7+ years of professional experience, where 4+ years' experience in Procurement field.
  • Fluency in Arabic & English languages is a must.
  • Multinational working experience.
  • Good project management experience and skills.
  • Experience of procurement/strategic sourcing.
  • Capable to manage by influence and to convince.
  • Open minded (listen, share ideas) and bring added value / capture innovation.
  • Capable to animate international multi organization project (or bid) teams (requesters, Global Category Managers/Category Managers/Category Buyers, contract management,)
  • Capable to speak out and to handle conflicts / problem resolution.
  • To be agile (adapt in a complex environment, open to multi-cultural aspects)
  • Excellent intercommunication in written and verbal formats in his environment
  • Able to prioritize tasks while meeting deadlines in high-pressure environment.
  • Strong negotiation Skills and knowledge of legal concepts.
  • Strong communication skills and solution-oriented behavior.
  • Excellent team player with good soft skills for use in cross-functional and international teams.
  • Good experience of working on large scale of bid and projects in Transportation sector.
  • Develop network and team spirit.
  • Ability to work with several countries and stakeholders in a matrix organization.
  • Proficient in Microsoft office and SAP.
  • PMP, EIPM, CSCP certification is a plus.
