POSITION SUMMARY:
 

We are seeking a dynamic and experienced Chief Information Officer (CIO) to join our health system. The CIO will play a pivotal role in shaping the IT strategy and infrastructure to enhance the overall efficiency and effectiveness of our healthcare services.

Starting Wage: $220,000/year.

The posted wage is the current starting wage for this position. Actual wage is dependent on the applicant's relevant experience and qualifications for this position. The wage range for this position may be subject to change in the future depending on a variety of factors such as market conditions, business needs, legal developments, and other appropriate factors.

JOB SPECIFICATIONS:

REQUIRED QUALIFICATIONS
 

Certification/Licensure:

  • Valid State of Hawaii driver’s license

 

Education:

  • Masters or Bachelor’s Degree in Information Systems preferred or relevant industry experience.

 

Skills/Experience:

  • At least 10 years of experience as IT Management

  • Experience in an executive or senior role, partnering with executive staff, resulting in development and implementation of IT, information management and business process management strategies.  

  • Significant experience in knowledge of all facets of IT, including systems applications, database administration, financial systems, networks, telecommunications, computer hardware and software.  

  • Minimum 3-5 years as Deputy CIO or similar role with direct supervisory experience for IT service delivery, strategic and operational planning, vendor management, planning, and IT Governance. CIO level experience in similarly sized organization with similar service lines and multiple EHR or ancillary system platforms.

  • EMR or Related experience: Epic, Meditech – implementation, support, training: EHR provisioned as SaaS or remotely hosted application with ancillary systems integration and support.

  • PeopleSoft or other EHR systems - experience with demonstrated ability to support.

  • Leadership of IT department performance improvement, IT planning and budgeting, IT Governance, extensive interfacing with C-level stakeholders/

  • Demonstrated knowledge and strong relevant experience

  • and/or certifications in the following areas Wide Area

  • Networking, IT Infrastructure, Desktop Technologies, IT Security, Remote Hosting, Remote Desktop Management, Database storage and management, Cloud-based technologies and services, Business Continuity Planning and Disaster Recovery.

  • Knowledge sufficient to manage direct reports in acquisition, planning, management, support, and security of required technologies and services.

  • Departmental Planning and budgeting experience, IT Governance, vendor management.

ESSENTIAL FUNCTIONS:

JOB FUNCTION

Team Leadership:

  • Oversee a team of IT professionals, fostering a collaborative and innovative work environment.

  • Work closely with clinical teams to improve Electronic Medical Records (EMR) workflows, ensuring seamless integration and usability.  Work with EMR (Cerner) vendor, review contracts, keep the vendor accountable, and optimize and customize EMR (Cerner) with a clear ROI.

  • Create and deliver comprehensive training programs for clinicians, ensuring proficient use of the EMR system and adherence to best practices.

  • Report directly to the Chief Operating Officer (COO) of the hospital, providing regular updates on IT initiatives and progress.

  • Establish and implement IT best practices and standards to ensure optimal performance and efficiency.

  • Develop Key Performance Indicators (KPIs) and data governance standards to monitor and enhance IT operations.

  • Develop and maintain high-security standards and systems to meet healthcare HIPAA and regulatory requirements.

  • Identify business processes and workflow optimization opportunities for EMR, driving improvements in operational efficiency.

  • Standardize IT operations and processes, ensuring they are measured and improved through established KPIs.

  • Ensure IT goals and initiatives align with the overall corporate strategy, supporting the organization’s mission and objectives.

  • Develop a formal project management structure that aligns with company goals, ensuring successful implementation and completion of IT projects.

MANAGEMENT/LEADERSHIP 

  • Manages/Supervises and coordinates day-to-day activities.

  • Manages assigned areas and supervises staff effectively and efficiently.

  • Provides effective human resources management including hiring, orienting, training, coaching, counseling  and terminating of employees when necessary.

  • Ensures the staff are trained appropriately and maintains adequate level of competency to perform job duties; develops personnel to meet future requirements.

  • Develops and maintains staff schedules to ensure all shifts are covered.

  • Develops and ensures the development of performance standards for areas of responsibility, monitors, reviews and evaluates performance for quality assurance; provides feedback to staff and takes corrective action when necessary. 

  • Assists with the development, implementation, and adherence to appropriate policies and procedures for departments and the hospital. 

  • Demonstrates resourcefulness and self-reliance to optimize operations and use of resources, delivery of services and decision-making process.

  • Effectively allocates and evaluates the department(s) work, determines required staffing levels, and provides leadership and follow through to ensure that services are delivered in a timely, efficient and cost effective manner.

  • Develops and maintains effective working relationships with external and internal customers to include patients, physicians, other managers and staff, surveyors, contractors and vendors. 

  • Participates on hospital committees as requested. 

  • Identifies opportunities and makes recommendations for improving processes. 

  • Provides on-site support during emergency situations and has an active role on the Hospital Incident Command team.

FINANCIAL MANAGEMENT 

  • Assists Executive Leadership in preparing the department(s) assigned budgets and operates within budget.

  • Monitors and tracks expenditures and provides explanations for variances.

  • Develops and reports on key care coordination metrics as requested.

  • Serves as the central resource for the development and implementation of strategies which are efficient, effective, timely, patient-centered, medically appropriate for an acute rehabilitation level of care, and supports appropriate financial reimbursement
