NIE invites suitable candidates to join the Division of Academic Computing & Information Services (ACIS) as Senior/Business Analyst in the Digital Solutions department. This is a contract position till 30 Jun 2025.

The candidate should be a dynamic IT professional who is a good team player with strong analytical and communication skills.

Job Description

As a Senior/Business Analyst of the Digital Solutions department, your responsibilities include:

  • Change Management and Implementation Committee (CMIC)

    - Facilitate monthly meeting as the secretariat.
    - Collaborate with stakeholders to develop agendas and manage change requests, ensuring thorough documentation, stakeholder engagement, and continuous improvement in the change management process.
     

  • Business Process Improvement
    - Proactively seek to understand organisation’s direction, structure and strategy.
    - Conduct feasibility studies and document findings, from a technological and organisational perspective.
    - Lead the business process analysis, review, improvement or re-engineering in liaison with business users.
    - Manage functional work process/workflow and carry out gap analysis.
    - Review users’ requirements with respect to evolving needs and policy changes to enhance productivity and efficiency.
    - Evaluate and analyse information gathered from multiple sources to ensure user requests address underlying business needs and provide optimal benefits.
     

  • Project Management

    - Manage and supervise project teams in meeting the deliverables and milestones on time, in scope and within budget.
     

  • Application Functional Consultancy
    - Understand the setup and configuration options of in-house applications in order to map business requirements to the capabilities of the system.
    - Work with the respective stakeholders and Analyst Programmers/System Analysts to lead the gathering of requirements, define scope of planned implementation and develop functional specifications.
    - Identify lower-level use cases and requirements through decomposition of functional requirements.
    - Develop use case specification and communicate requirements to the Analyst Programmers/System Analysts.
    - Undertake and manage system configuration activities.
    - Develop test plans, end user test scenarios and supporting documentation.
    - Plan and conduct user training and acceptance testing.
    - Prepare user guide and Standard Operating Procedures.
     

  • Application Point of Contact for Operational Issues and Problem Resolution
    - Act as liaison between business users and the technical team to analyse, investigate, troubleshoot and solve system issues.
    - Manage day-to-day operations which include picking up of service tickets and communicating with users, tracking and resolution of issues.
    - Manage change control and liaise among users, management and technical teams to ensure smooth daily support and system change implementation.
     

  • Audit Review and Compliance
    - Ensure proper user access control with formal approval processes.
    - Conduct bi-annual reviews of user access, audit logs, and privileged accounts.
    - Maintain Standard Operating Procedures for consistent review documentation.

Requirements:

  • A University degree in Computer Science, Information Technology, Engineering or a related field.

  • 4+ years of relevant experience in business process analysis and design.

  • 1 - 3 years of experience in IT project management.

  • Working experience in managing Business Process Improvement projects, preferably in a product development or large-scale systems development project environment.

  • Prior working experience in Institutions of Higher Learning with an understanding of student lifecycle processes is an added advantage.

  • Strong analytical and system thinking skills.

  • Excellent interpersonal and communication skills.

  • Good self-motivated team player with positive attitude and flexibility in adapting to changes.

  • Must be quality-focused and be open to peer-reviews.

  • Ability to multi-task and work with tight deadlines and fluid requirements.

  • Working knowledge in process maps, use cases and workflow process analysis.

  • Ability to understand technical systems design documentation, including data relationship and class diagrams.

  • Possessing the following skillsets will give the applicant added advantage:

    - Experience in RPA (Robotic Process Automation).

    - Experience in Data Analytics.

    - Knowledge in Data Governance, IT Audit and PDPA requirements.

    - Knowledge in Agile methodology.

    - Experience in using Jira for project management.
