Hiring Salary Range:

$68,800 - $103,200

Compensation is determined by a combination of factors, including but not limited to education, work experience, and certifications. The actual offer may vary, reflecting the candidate's unique blend of experience, educational background, and skill level. 

PURPOSE:

To provide advanced support and analysis for Dairyland Power Cooperative’s corporate security operations, physical security systems, access control processes, facility security assessments, compliance activities and security program administration. This position serves as a lead technical and operational resource for day-to-day security activities, supports the implementation and maintenance of security policies and procedures and assists with the coordination of security projects designed to protect facilities, assets and personnel from potential threats and vulnerabilities.  This position works closely with the Corporate Security Program Manager, internal departments, contract security personnel, vendors, member cooperatives and external agencies to maintain a secure and safe environment across company locations.

ESSENTIAL JOB FUNCTIONS:

  • Support and coordinate day-to-day security operations, including contract security activities, access control administration, surveillance system monitoring, security-related service requests and response documentation.

  • Serve as a lead resource for physical access control processes across Dairyland facilities, including the La Crosse campus, generation facilities, telecommunication/microwave facilities, transmission and distribution substations, service centers and other remote facilities.

  • Create, update, review and deactivate employee, contractor and visitor access credentials in accordance with Dairyland security procedures. Review access records for accuracy, appropriateness and compliance with established requirements.

  • Administer and support the mechanical lock and key program, including key issuance, tracking, recordkeeping, audit support and coordination with Facilities, vendors or other internal teams as needed.

  • Support and coordinate Security Operation Monitoring Center activities, including monitoring processes, response coordination, event documentation, escalation of security events and follow-up with internal teams or external responders.

  • Analyze security events, access control activity, visitor records and system information to identify trends, exceptions, vulnerabilities or corrective action needs.

  • Maintain and update corporate security policies, procedures, work instructions, program documentation and security records under the direction of the Corporate Security Program Manager.

  • Assist with planning and coordination of security projects, including work with external vendors and contractors for the installation, testing, troubleshooting and maintenance of physical security systems such as access control, video surveillance and intrusion detection systems.

  • Conduct and document regular security assessments of Dairyland facilities to identify vulnerabilities, recommend practical corrective actions and support completion tracking.

  • Support compliance activities related to physical security NERC Reliability Standards, including the NERC CIP Physical Security Plan, Visitor Control Program and Physical Access Control System Maintenance and Testing Program for High, Medium and Low Impact BES Cyber Systems.

  • Prepare and maintain accurate records related to access control, visitor logs, badge issuance, system testing, security assessments, corrective actions, security events and program activities.

  • Assist with preparation for audits, reviews, assessments and evidence requests related to physical security requirements.

  • Coordinate with local, state and federal law enforcement and emergency response agencies as directed by the Corporate Security Program Manager.

  • Assist in maintaining the safety and security of company facilities, systems and personnel by participating in the 24/7 on-call rotation for security-related incidents. Respond promptly to after-hours alerts, emergencies or inquiries and coordinate with internal teams, external agencies or contractors as needed.

  • Respond to security events and emergencies as needed, including after-hours response when assigned. Document actions taken and support post-event review or corrective action follow-up.

  • Participate in Dairyland incident response activities and support the Dairyland Incident Response Core Team as requested.

  • Assist member cooperatives with security recommendations, badge creation, site security questions and other security-related support upon request.

  • Support physical security training and awareness activities, including visitor control expectations, access requirements, reporting procedures and security system use.

  • Provide guidance and technical support to employees, contractors and contract security personnel regarding established security procedures and access control processes.

  • Perform other duties and/or special projects as assigned.

MINIMUM QUALIFICATIONS:

Education & Experience

Bachelor’s degree in security management, criminal justice, law enforcement, emergency management, information systems, business administration or related field and five (5) years of experience in security, law enforcement, emergency response, physical security systems, security compliance, critical infrastructure protection or a related field.  Equivalent combination of education and experience may be considered.

Experience with access control systems, video surveillance systems, visitor management systems, intrusion detection systems or physical security compliance programs is preferred.  Experience in an electric utility, cooperative, critical infrastructure environment or regulated industry is an advantage.

Experience supporting NERC CIP physical security requirements is preferred.

Skills

  • High level of integrity, attention to detail and commitment to maintaining confidentiality.

  • Strong working knowledge of physical security best practices, access control processes, visitor control procedures and security event documentation.

  • Ability to analyze security concerns, system records and facility conditions to identify issues, document findings and recommend practical corrective actions.

  • Ability to support physical security compliance activities, including evidence collection, record maintenance, procedure updates and corrective action tracking.

  • Strong communication and interpersonal skills with the ability to work effectively with employees, contractors, vendors, member cooperatives, contract security personnel and external agencies.

  • Ability to coordinate multiple security priorities, meet deadlines and maintain accuracy in a regulated or security-sensitive environment.

  • Ability to respond appropriately to security events, emergencies and sensitive situations.

  • Proficiency with Microsoft Office applications and the ability to learn and use security-related software systems.

  • Ability to work independently, exercise sound judgment and escalate issues to leadership when appropriate.

  • Ability to provide guidance to others regarding established security procedures, access requirements and documentation expectations.

  • Required travel as needed to various Dairyland locations, member cooperative sites and industry events.
