Assistant Director - IT Goods and Services

Office of Procurement

Regular, Exempt 3.4

Location: Hybrid (Occasional Travel to Adelphi Required)

The procurement processes managed will include from original requirement or business problem to contract negotiation, procurement itself, as well as the day-to-day administration of contracts for IT services, licenses, hardware, software and other IT related purchases.  The Assistant Director, Technology Procurement will be responsible for performing all tasks in the Director’s absence including: participating in developing, reviewing and editing Statements of Work; negotiating contract terms and conditions; and, pricing. In addition, the Assistant Director will assist with proactively planning procurements which includes providing strategic procurement solutions for the IT business units supported.


SPECIFIC RESPONSIBILITIES INCLUDE:

  • Writes and reviews requests-for-proposal (RFPs), requests-for-bids (RFBs) and solicitations; posts, as needed, on electronic boards or with vendors
  • Ensuring contracts/purchase orders comply with all University System of Maryland and State of Maryland public procurement policies and procedures
  • In-depth knowledge of various contract vehicles and selection factors in order to plan appropriate strategies for procuring complex IT services and products
  • Performing contract administration for both current and potential purchase orders and contracts for IT products and services
  • Facilitating the evaluation and award of small and large dollar, simplified and complex purchases for IT products and services
  • Negotiating contract terms with vendors and ensures contract terms, and pricing are acceptable to departments 
  • Assisting with the management of supplier performance
  • Communicating with internal stakeholders and external contacts to ensure proper shipment/performance of products and services procured
  • Teaming with, and mentoring senior and junior contract specialists and buyers
  • Ability to interpret procurement regulations and practically apply them to assigned work
  • Ability to clearly articulate requirements and procurement processes
  • Performs other job related duties as assigned

REQUIRED EDUCATION AND EXPERIENCE:

Bachelor's degree in Business, Finance, or other business related field, and five (5) years of related experience; such as analytical skill in researching contract terms and conditions; experience in the use of Microsoft Word, Excel and PowerPoint; ability to multi-task in a fast paced environment, problem solve; effective written and verbal skills; and has knowledge of automated purchasing data processing applications.

PREFERRED EDUCATION AND EXPERIENCE:

Certified Purchasing Manager or similar certification; experience in a higher education environment and government contracting; experience using the Workday Financials system is a plus.
