We are seeking an experienced Program Manager 2 to serve as the GQM-163A Deputy Program Manager based in Chandler, AZ, within the Launch Vehicle Business Unit.

Overview
Reporting to the GQM -163A Program Manager 3, the Deputy Program Manager will be responsible for management and execution of cost, schedule, and technical performance within program constraints. In addition, the role will support new business pursuits within the Targets and Interceptors Operating Unit.
Role and Responsibilities:
Responsible for ensuring that program operational and financial objectives are met managing across multiple firm price and cost type contracts
Establish and maintain program organization which effectively addresses customer requirements and incorporates necessary internal and external sub-organizations
Identification, distribution, tracking, and completion of program requirements
Effective cultivation and management of supplier and teammate deliverables within program commitments
Measure and report program performance, while seeking continuous improvement of program operations
Establish design concepts, criteria, and engineering efforts for product research, development, integration and test
Deliver presentations to customers, executive management and other program stakeholders
Cultivate customer relationships and intimacy to develop further opportunities within the customer community
Participate in proposal preparation, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
Manage suppliers with the Global Supply Chain organization to meet program objectives, participate in contract negotiations, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
Develop and adhere to budget baselines utilizing Earned Value Management (EVM) cost & schedule control methodologies and tools
Develop and adhere to master plans and schedules
Identify, allocate and manage program resources, inclusive of workforce planning
Manage Government/customer supplied property or information (GFE, CFE, etc.)
Develop and implement program specific plans, mapping compliance with Launch Vehicles Business Unit and industry standards
Ensure program team familiarity and adherence with contract scope, and manage change through control board activities
Conduct thorough risk & opportunity management practices including identification, mitigation and realization in collaboration with the program chief engineer
Provide support to the field teams and campaigns ensuring safe execution of launches while meeting operational and launch success requirements
Function as a manager/leader whose decisions positively affect the financial bottom-line and employee morale and perception
Accountable for results that impact the performance of the mission and success of the program’s objectives
Basic Qualifications:
Bachelor’s Degree in Engineering and 8 years’ experience supporting US Government contracts and/or customers in a project/technical lead role; OR a Master’s degree in Engineering and 6 years’ experience
Minimum 2+ years of experience in program management, or as an IPT Lead with programs or portfolios of $25M or more in value
Proven analytical, technical, strategic and problem-solving skills
Strong organization skills in both independent and team environments
Experience in design for manufacturing and transition to production programs
Gated design development experience (PDR, CDR) for system level upgrades
Strong interpersonal, communication and presentation skills
Ability to adjust communication to audience (from manufacturing technician up through customer and executive management)
Active Secret, or Interim Secret Clearance
US Citizenship is required
Preferred Qualifications:
MBA or Master’s degree in Engineering
PMP Certification
Experience planning and executing launch operations at multiple ranges for Target Launch Vehicles
Experience working with NAVAIR and Naval Surface Warfare Center (NSWC) customers
International business experience including export/ITAR controls
Large contract negotiation experience with DOD agencies
