DEPARTMENT SUMMARY: St. Charles Health System’s Information Technology (IT) Team provides design, development, security, and support to a broad spectrum of computer hardware and software components, all working together for the benefit of departments throughout St. Charles. We partner with our customers to best leverage various technologies to achieve the best patient outcomes possible by implementing new hardware and software solutions, upgrading existing environments, protecting the data we store, and integrating different solutions to achieve a seamless experience.
POSITION OVERVIEW: The IT Director Strategy and Operations at St. Charles Health System (SCHS) is responsible for the creation and management of strategic initiatives and adoption of IT programs that serve the internal IT department and integrate SCHS into the local community. This role directly oversees emerging technologies, management of associated life cycles, and utilization of new technology across the organization. This role additionally directs the financial stewardship of the IT department, overseeing vendor relations and managing related contracting processes in support of cost control initiatives. This position will confer with senior management, project\portfolio management teams, business leadership, and end users to establish relationships supporting the joint develop of technology strategies, directions, policy, best practices, and roadmaps. This position directly manages caregivers in the Information Technology department.
ESSENTIAL FUNCTIONS AND DUTIES:
Strategic Initiative and Operations Oversight:
Develop emerging technology and innovation disciplines in support of business strategies, objectives and related market and industry forces.
Provide visionary leadership and strategic direction for technology initiatives, aligning them with the organization’s overall goals and mission.
Manage external technology vendors, suppliers, outsourcing partners, and software developers to purchase IT assets and ensure smooth integration into the existing structure.
Directs the social presence of IT caregivers within the organization, supporting and organizing opportunities for IT to integrate and partner with cross-functional teams.
IT Budget Operations:
Collaborate with leadership to develop and manage the technology budget, optimizing resource allocation while ensuring financial sustainability.
Establish and manage operational and capital budgets to maximize investment and control technology costs.
Develop and maintain total cost of ownership analysis.
Negotiate and manage IT contracts in support of cost control initiatives.
Policy and Compliance:
Ensure operational compliance with industry and security policies, procedures, and standards.
Own and regularly maintain all IT policies, operating procedures, and practices in accordance with industry best practices and in alignment with corporate goals and objectives.
Monitor and ensure all direct reports are current with compliance and safety requirements. Implement and manage all organizational safety directives and goals.
Community Partnership:
Develop and maintain community programs, fostering a presence in the surrounding community. Pursue relationships with local startup organizations and identify opportunities for partnership and integration.
Partner with local schools and educational entities in support of developing a sustainable internship program. Identify opportunities to develop and mentor local IT professionals and manages related programs.
Act as a strategic liaison between SCHS, the internal IT department, and local community organizations.

Recruit, hire, coach, and develop a high-performing team of technology professionals, fostering a culture of innovation, collaboration, and continuous learning.

EDUCATION
Required: Bachelors degree in related field or ability to obtain Bachelors degree within 36 months of hire.
Preferred: Masters degree in related field.
LICENSURE/CERTIFICATION/REGISTRATION
Required: Certification in related discipline.

EXPERIENCE
Required: Minimum seven (7) years of experience directing the strategy initiatives and financial operations of a large functional area or organization. Minimum two (2) years of leadership experience. Experience analyzing new technologies using competitive analysis and overseeing the acquisition and implementation of technologies into an established organizational structure.
Preferred: Prior information technology strategy and acquisition experience in a healthcare setting.
