Applied Signal Technology (AST) is seeking a Sr. Principal Program Manager to join our Advanced Technology Division (ATD).   Applied Signal Technology, provides trusted Signals Intelligence (SIGINT) and Cyber solutions for the U.S. and its partners. AST’s work in real-time signal processing, high-capacity broadband communications, modern signals and telecom protocols, wireless communications, passive and active techniques, precision geolocation of RF emitters, real-time data analysis and sense-making, multi-INT ISR, and data network operations provides a technically challenging – yet rewarding – environment.  AST’s Quick Reaction Capabilities (QRC) and direct on-mission customer engagement provides the opportunity to see how one’s efforts directly impact customer missions.  AST’s work environment is passionate, highly collaborative, and provides employees the freedom to strengthen and expand one’s skills, explore new and creative ideas, and work closely with customers.

What You Will Do: 

  • You will work effectively and collaboratively in a team environment, be a self-starter, and have excellent written and verbal communication skills.  

  • You will be comfortable in representing the company in various situations, sometimes as the sole representative. 

  • You will identify unmet mission needs of our customer to maximize contract growth and adjacent technology opportunities. 

  • You will ensure satisfaction of customer technical objectives within cost and schedule constraints        

  • Travel: Domestic travel requires up to 25% to customer and partner locations, as well as other RTX locations 

The ideal candidate will be an experienced DOD/IC Program Manager who can deliver on a dynamic, mission-driven program, within budget and schedule, and meeting the needs of the customer CONOP.  A strong work ethic, flexibility, and adaptability are essential to respond to customer and mission-critical needs. 

 

Qualifications You Must Have:  

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience 

  • Active and transferable U.S. government issued Top-Secret SCI (TS/SCI) security clearance required prior to start date. 

  • 5 years of experience in the defense and/or intelligence industry as an engineer / project engineer / program manager, and experience in direct customer interaction 

  • Program Management experience managing complex technical programs that are critical to the future of the company and meet the deliverables of the contract                                  

  • Experience leading teams of engineers, presenting formal presentations in front of large groups, conducting detailed reviews, handling multiple projects and tasks simultaneously, innovating and providing strategic direction, and making critical decisions while under pressure.  

  • Ability to understand customer objectives and concepts, extending those concepts into a workable software/firmware/hardware architecture/design as customer objectives become clearer and as new objectives emerge 

  • Effective use of program management tools such as Microsoft Suite or Atlassian products to proactively manage and status the program. 

  • Knowledge of program management processes for execution, including experience with Earned Value 

  • Ability to work closely with customers, senior management, and cross-disciplined technical staff to thoroughly understand customer objectives and then to direct and deliver solutions 

  • Experience writing monthly reports (e.g. customer/stakeholder status, risk, financial, schedule performance)  

  • Ability to identify, quantify, and communicate risks internally within the company, and externally to the customer, and develop and execute mitigation strategies 

  • Experience working with functional organizations (e.g. Finance, Security, Supply Chain and Scheduling) 

  • Experience with Capture Management, such as leading proposal efforts 

Qualifications We Prefer:  

  • Active TS/SCI with Polygraph within the last 24 months 

  • Master’s degree in business or a STEM related field 

  • Experience managing classified TS/SCI programs 

  • PM or IPTL for an activity with at least 20+ equivalent heads 

  • 10 years’ experience as lead for SIGINT, COMINT, or MASINT applications / products / programs, with experience in direct customer technical interaction, preferably government customers 

  • Experience in leading captures and proposals, including capture management and proposal management – practical experience and/or formal training 

  • Experience with Radio Frequency (RF) elements, Antennas and Hardware/Software integration

  • Understanding of telecommunications and data communications system concepts and/or digital signal processing (DSP) 

  • Program Manager certified, including Earned Value Management (EVM) certifications or training 

  • Formal training in proposal and capture management for federal business (Shipley or other industry recognized institution)

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
