This position is for a Human Resources & Payroll Specialist for the Central Office Division.

The Human Resources & Payroll Specialist provides administrative and technical support for human resources and payroll functions. This position assists with employee lifecycle activities such as recruiting, onboarding, background checks, time and attendance, and payroll processing. The Specialist helps ensure employee information, payroll data, and personnel records are accurate and up to date, supports routine payroll and deduction processing. The Specialist ensures accurate and compliant processing of garnishments, on-demand and supplemental payments, deductions, payroll reporting, and the scanning, maintenance, and retention of personnel files while providing timely customer service to employees and managers.
Administers payroll processing activities in Workday, including main payroll, on-demand, processing supplemental deductions and ensuring all related correspondence and payments are mailed accurately and in a timely manner; ensures accurate calculation, approval, and timely distribution of payments.
Processes and manages employee garnishments and wage attachments, including setup, deductions, remittance, compliance with court orders, and coordination with third-party agencies; ensures accurate recordkeeping and timely mailing of garnishment checks.
Administers supplemental deductions, reconciles payroll balances, and ensures proper taxation and reporting in compliance with federal, state, and local regulations.
Supports time and attendance administration, including time entry validation, auditing timekeeping records leave reporting, absence balances, and resolution of payroll discrepancies related to time tracking.
Generates, reviews, and analyzes standard payroll reports to support audits, reconciliations, compliance requirements, and management reporting.
Supports recruiting activities, including job requisition support, applicant tracking, interview coordination, and candidate communication.
Initiates and tracks background checks, ensures completion prior to hire, reviews results for compliance, and maintains appropriate documentation.
Administers employee onboarding processes, including new hire data entry, employment eligibility documentation, benefit eligibility coordination, and system access readiness.
Scans, uploads, indexes, and maintains employee personnel files within the document management system; ensures records are accurate, complete, confidential, and retained in accordance with organizational policies and record retention requirements.
Maintains accurate employee and payroll records; ensures data integrity, Payroll, Time Tracking, Recruiting, and document management modules.
Responds to employee and manager inquiries related to payroll, time reporting, deductions, onboarding, recruiting, and personnel records.
Ensures compliance with applicable wage and hour laws, payroll regulations, data privacy requirements, and organizational policies.
Serves as a designated backup for the Payroll Manager and Human Resources Manager.
Other duties as assigned
Knowledge of payroll processing, garnishments, supplemental pay, and wage and hour regulations
Knowledge of recruiting, background screening, onboarding, and personnel records management
Experience with Workday HCM, Payroll, Time Tracking, Recruiting, and document management preferred
Strong attention to detail and ability to manage confidential and sensitive information
Ability to analyze payroll data, resolve discrepancies, and maintain accurate records
Effective written and verbal communication skills
Ability to prioritize multiple tasks and meet payroll, recruiting, and compliance deadlines
Bachelor’s degree in Human Resources, Business Administration, Accounting, or a related field; or equivalent combination of education and experience
One to three years of experience in human resources, payroll, or records administration
Workday experience preferred
