Job Description

The TD Securities (TDS) Change Delivery team is responsible for executing initiatives that drive business growth, ensure compliance with global regulatory requirements, and effectively manage risks associated with large-scale programs.

As a Project Delivery Lead, you will play a critical role in providing leadership and direction across key initiatives, working in partnership with business and executive stakeholders. Your ability to build strong relationships and deliver results through proven methodologies will be essential in driving success.

Key Responsibilities:

  • Lead end-to-end project delivery across business and technology domains, leveraging a delivery operating model that emphasizes efficiency, scalability, and effectiveness.

  • Align technology and business objectives into a shared delivery vision, supporting key delivery decisions with input from multiple stakeholders.

  • Translate project vision and roadmaps into executable components, utilizing Rapid and TD Agile PDLC methodologies as appropriate.

  • Partner with business and technology teams to transform requirements into actionable deliverables, providing analysis and recommendations for timely, cost-effective solutions.

  • Establish and manage resource plans, issue/risk logs, and financial plans to support project roadmaps.

  • Anticipate and address potential challenges, ensuring timely resolution of impediments while managing program schedules, releases, and budgets.

  • Collaborate with enterprise control partners (e.g., EPDE, Strategic Sourcing, Legal, TRMIS, OCDO) to select, engage, and manage external service providers when required.

  • Demonstrate resilience under pressure and navigate ambiguity to ensure successful delivery across multiple priorities.

Qualifications & Skills

  • Strong knowledge of project delivery methodologies (including PDLC and TD Agile scaling frameworks).

  • Expertise in one or more of the following areas:

  • Surveillance domain knowledge and regulations (e.g., MAR).

  • Regulatory reporting requirements, including but not limited to G20 Transaction Reporting (CFTC, CAD, EMIR, MAS), MIFID, SFTR, CAT, 606, Electronic Blue Sheets, and Trade Surveillance.

  • Implementation experience with surveillance applications (e.g., Nasdaq SMARTS, Trading Hub) or regulatory reporting platforms (e.g., S&P Cappitech, DROIT).

  • Strong technical data capabilities (e.g., SQL, Python) are a plus.

  • In-depth familiarity with capital markets functions, including market risk, valuation, data science, or accounting concepts.

  • High-level understanding of financial products and models.

  • Proven experience delivering major regulatory programs and/or infrastructure implementations is an asset.

Education Requirements

  • University degree or equivalent.

  • CFA or FRM designation is an asset.

  • Master’s degree in a related discipline is an asset.
