Supply Planning Lead – Local products
主要职责PRINCIPAL RESPONSIBILITIES:
- 建立短期供应异常管理机制，推动端对端供应及供应恢复计划；
- 领导地产产品供应计划团队(主生产计划/详细生产计划/物料需求计划/采购) ，整合物料供应信息，结合供应需求，与相关部门沟通供应现状；
- 为供应计划负责人预判供应风险提供基础信息，并与采购、生产、质量、RA等部门一起解决供应问题；
- 向全球总部汇报并升级供应问题，持续追踪问题的解决；
- 计划KPI的管理及分析；
- 发展和完成目标、发展计划、绩效评估和接班人计划
- 与团队成员进行有意义的对话。发展、辅导和指导团队成员达成团队和组织战略目标, 加速员工职业规划和团队接班人计划。
- 制定基于法规变化导致的备库计划并监控执行情况；
- 制定基于采购变化导致的备库计划并监控执行情况；
- 在供应链的各项目中，主动沟通和平衡供应问题。管理与升级供应风险，制定恢复计划；
- 分析端对端数据，包括监控产品的生产周期，产品的释放周期，通过减少各个周期的变化来优化改进流程；
- 通过对历史数据的分析，优化安全库存的设定；
- 协助管理SLOB，避免库存的销毁；
- 在部门内部积极部署开展公司的合规策略，同时确保计划团的持续执行；
- 落实GMP、EHS、财务相关的MAP、CAPA、COC、NC等计划部门相关的后续行动。确保部门所有的操作符合环境、安全、行业卫生法规的要求及强生集团内部的要求。
- 当自身不便时可以将相关GXP活动授权给具有适当资格、经验和培训的委托人，具体委托流程可参考TV-SOP-47067杨森制药西安工厂授权管理程序。
- 确保日常操作符合特殊药品安全管理制度及相关文件要求。
- 作为特殊药品安全管理机构人员，履行以下主要职责中的一项或多项：
- 组织制订安全管理文件，并指导、监督文件的执行。Organize the formulation of safety management documents, and guide and supervise the implementation of documents.
- 负责指导并监督特殊药品生产全过程的安全管理工作。Responsible for guiding and supervising the safety management of the whole process of production of control substance.
- 负责对供应商和购买方的合法资质以及供应商销售人员、购买方采购人员的身份证明进行审核。Responsible for reviewing the legal qualifications of suppliers and buyers, as well as the identity certificates of suppliers' sales staff and buyers' purchasing staff.
- 对安全管理人员和直接接触特殊药品人员进行资质审核，签订安全管理责任书或岗位职责确认文件。Conduct qualification for safety management personnel and personnel in direct contact with control substances, and sign safety management responsibility letters or job description.
- 组织开展安全管理教育和培训。Organize safety management education and training.
- 负责对安全管理情况进行回顾分析。Responsible for review and analysis of safety management.
- 负责异常情况和安全事件的调查、处理及报告。Responsible for the investigation, handling and reporting of anomalies and security incidents.
- 组织实施安全管理体系的自检，并对安全风险管理措施的有效性进行评估。Organize the implementation of safety management system self-inspection and evaluate the effectiveness of safety risk management measures.
- 负责特殊药品生产计划的编制、审核与批准。Responsible for control substance products production plan draft, review and approval.
- 负责特殊药品原料和半成品采购。Responsible for control substance API and bulk purchasing.
知识技能要求KNOWLEDGE SKILL AND ABILITY REQUIREMENTS:
- 具备供应链相关的商业敏锐度，最好来自于医疗保健或快消行业
- 最好有生产及库存管理师CPIM认证或国际供应链管理师CSCP认证；具备物料计划和生产计划的相关经验

学位DEGREE:
