The Opportunity:
CACI is seeking a Senior Scrum Master with proven expertise in Agile methodology to join our BEAGLE (Border Enforcement Applications for Government Leading-Edge Information Technology) Agile Solution Factory (ASF) Team supporting Customs and Border Protection (CBP) in Northern Virginia. As a senior leader on this high-performing team, you’ll drive enterprise-level Agile practices, coach teams and stakeholders, and shape delivery outcomes that directly support the Department of Homeland Security’s (DHS) mission.
As a Senior Scrum Master on the BEAGLE ASF Team, you will help guide and mentor teams that support the men and women protecting America’s borders—delivering secure, reliable, and innovative technology solutions that enhance national safety, security, and prosperity.
ASF thrives on innovation, and senior leaders play a critical role in applying creative strategies to solve complex, technical, and procedural challenges at both the team and portfolio levels. Adaptability, strategic thinking, and the ability to influence across geographically dispersed teams are key.
Responsibilities:
Serve as a Senior Scrum Master and Agile leader supporting delivery of mission-critical systems and software.
Mentor and coach multiple Agile teams to ensure consistent application of Agile/Scrum principles and practices.
Partner closely with Product Owners, leadership, and stakeholders to align delivery with strategic priorities.
Shape and evolve team practices by implementing advanced Agile frameworks, scaling methodologies, and process improvements.
Facilitate cross-team and portfolio-level ceremonies to synchronize dependencies and maximize value delivery.
Gather, analyze, and present key performance metrics to drive transparency and continuous improvement.
Proactively identify and remove systemic impediments, protecting teams from outside disruption.
Lead Root Cause Analysis for post-production defects and ensure lessons learned feed back into delivery cycles.
Champion a culture of innovation, accountability, and excellence while fostering positive team dynamics.
Act as a trusted advisor to client leadership, providing recommendations and thought leadership on Agile adoption and scaling.
Qualifications:
Required
Must be a U.S. Citizen with the ability to pass CBP background investigation, criteria includes, but not limited to:
3-year check for felony convictions
1-year check for illegal drug use
1-year check for misconduct such as theft or fraud
Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or related field (experience may substitute for degree).
10+ years of professional experience in Agile delivery, which includes 5 or more years of experience in a Scrum Master role (preferably on federal contracts).
Demonstrated skill to lead and mentor high-performing Agile teams and junior Scrum Masters.
Deep understanding of the software development lifecycle, Agile frameworks, and scaled delivery practices.
Strong track record of driving process improvement and delivering results in dynamic environments.
Willing to work Hybrid schedule on-site in Ashburn, VA 1-2 days per week.
Desired:
Agile/Scrum Master certification (CSM, PSM, SAFe, or equivalent).
Experience working within DHS, CBP, or other federal government programs.
Background in scaling Agile practices across portfolios and multiple teams.
Ability to apply advanced principles, theories, and concepts while developing innovative solutions.
Independent leadership style with the ability to expose and resolve organizational challenges.
Promote teamwork to achieve Sprint goals.
Lead teams towards Agile maturity.
Exceptional written, verbal, and facilitation skills; proven ability to engage stakeholders at all levels.
